For the conversion in Ellwangen, the city of Ellwangen would like to award the project management for the areas "former T-area" and "Hungerberg area" with "parking lot at the south gate" (to date LEA area) for the project sub-objective "Development of a modern, contemporary residential area on the conversion areas".

The tasks of a project manager are wide-ranging and actually begin even before the planning. At the current stage of the conversion process, the project manager "enters" a process that is already underway. From the point of view of the city administration, this is harmless, but requires more intensive coordination at the start of the project in order to avoid duplication of work.

The project manager ensures functioning information flows in the individual projects as well as in the overall project and is responsible for documenting all processes seamlessly. Comprehensive interface management is expected here.

Currently, a development company is in the process of being founded. The city of Ellwangen is to be a 100% shareholder here. The present project management contract is concluded with the city, but as soon as the company is founded, the contract is transferred to the development company. Consent to this transfer of contract is explicitly given as soon as the contract is signed.

At the end of 2020, the municipal council decided on the "integrated development concept" how the development is to be built on the areas of the technical area (T-area) and the current LEA. More than 20 hectares of the approximately 47 hectares of barracks site are earmarked for residential development. Around 750 residential units for a total of 1,700 residents are to be built. This development concept will be made available at the start of the call for proposals. However, the concept is constantly evolving.

In the so-called "Ellwangen Süd" development area, which will become the largest contiguous residential area in the city, single-family and multi-family houses are planned - also for social housing, a large kindergarten in the center of the district and commercial space for service providers on the edge directly on the B 290, including on the former Bundeswehr parking lot outside the actual barracks area.

The new district is to be acquired, uncovered and developed with funding from the federal-state urban development program "Social Cohesion" or with funding as part of an urban renewal measure. The entire area is to be included in the "Ell-wangen Mühlberg" redevelopment area, which partly also extends to the historic part of the barracks and to the site on Karl-Stirner-Straße.

The sections consist of a gross building land area of 107,840 m² and 305,699 m².

The city assigns to the project manager all necessary project management services (see below) that are required to put the areas in the development area to civilian use in accordance with the following provisions. For this purpose, special attention is paid to accessibility.
