Changed Framework Provisions and Consequences of Working Environment and safety in the Petroleum Industry

Petroleumstilsynet (Ptil) (the Petroleum Safety Authority Norway) wants to enter into a research contract related to the theme changing framework conditions in the petroleum industry and the consequences this has for working environment and safety in a broad perspective. The project aims to update the knowledge base and describe the development and changes in framework conditions.

Knowledge acquired through the project will form the basis for Ptil's further follow-up.

The Petroleum Safety Authority Norway needs to increase the knowledge base in relation to changes in the framework conditions the industry is facing, and what significance these changes have for working environment and safety. The petroleum industry has carried out and is carrying out a number of structural changes and streamlining processes. At the same time, the Petroleum Safety Authority Norway has following many different tracks over many years. The authority continually meets new challenges and problems within these themes and images are complicated. It is also challenging to follow up on how companies manage the working environment and safety across several employers, as the forms of affiliation are changing and the complexity is increasing.

Changes and streamlining processes were a central theme in White paper 12 (2017-2018) Health, Safety, and the Environment, in the Petroleum Industry. The report points to, among other things, the continuing need for increased knowledge about, among other things, the importance of restructuring processes and changed framework conditions for work environment and major accident risk.

The Petroleum Safety Authority Norway wants to enter into a research contract in order to collect and present new knowledge and experiences about the theme framework conditions and consequences for working environment and safety. Knowledge acquired through the project will form the basis for Ptil's further follow-up. For a more detailed description of the assignment and delivery, see the requirement specification.

The procurement has a time limit from the contract signing to hand-over of the end report on 1 December 2022, and has a combined economic limits of up to NOK 2 500 000, excluding VAT.
