Tampere City Transport as a contracting entity that complies with the Public Procurement Act for special sectors wants to do its part to ensure that open and free competition is implemented as well and efficiently as possible. For this reason, this procurement and tendering competition are subject to the so-called condition of ensuring competition. If only one tender is received in this tendering procedure, the competition will be discontinued. In such a case, the only tender submitted is secret as long as the procurement decision for the next competitive bidding process has been made. As soon as the suspension of the tendering procedure has become final, a market survey and dialogue will be launched to find out why more bidders did not submit bids and then the tendering procedure will be resumed with procurement documents corrected on the basis of information obtained in the market dialogues and surveys.
