Description:
Facilities and Operational Janitorial Services - Competitive Dialogue 2022

The objective is to secure an effective, efficient and fit for purpose combined Make Ready and Soft FM service.

SCAS requires a fully managed Make Ready service every 24 hours to ensure the scheduled required number of frontline A&E vehicles and other supporting operational vehicles are cleaned, re-stocked, fully equipped and ready for use, when and where needed. on a 24/7 basis to meet SCAS’s operational demands. Working out of 19 ambulance stations providing services to a total of 46 locations the service is to include periodic cleaning of both frontline A&E vehicles and Non-Emergency Patient Transport (NEPTS) vehicles.

Soft FM service is required at 63 locations across 6 counties covering a range of facility types. As an example these include the Head Office in Bicester, station 'hubs' operational 24 hours and small 'stand by points'.


Ambulance Make Ready Services

The key services required under the Make Ready Service are:

1. Vehicle Cleaning to clinical standards as set out in National Standards of Healthcare Cleanliness 2021 and SCAS guidelines. There are three distinct Make Ready cleaning regimes.

a. Make Ready – once every 24-hours for all vehicles on station that will be required on shift (other than NEPTS vehicles).

b. Periodic Clean (12 weekly – Frontline vehicles). These scheduled and extended cleans include an audit of all equipment, medicines and medical consumables.

c. Periodic Clean (6 weekly – NEPTS vehicles). These scheduled and extended cleans include an audit of all equipment and medical consumables. Removable interior items will be required to be disassembled and reassembled.

2. Vehicle decontamination post aerosol generating procedure or infectious disease incident.

3. Repositioning of vehicles.

4. Refuelling of vehicles if required

5. Management of stockroom and restocking of consumables

6. Carrying out functionality checks and reporting failures of medical devices

7. Provision of an accurate system that supports service delivery, performance and reporting

A ‘Cleaning Service’ at all listed locations (63), including

a. Maintaining areas immediately outside of entrances free from litter

b. Co-operation with SCASs Infection Prevention and Control team.

c. Key holding duties if required

d. Flushing of water outlets - taps, toilets, showers, outside taps etc as requested and recording this activity (Legionella prevention).
