Design, delivery and assembly of installations of Renewable energy sources for the project entitled "Improving air quality by increasing the share of renewable energy sources in energy production in Skierniewice", private single-family houses on the premises located in Skierniewice in accordance with the list of investment locations presented in Annex 1 to PFU. Part I. Design, delivery and assembly of installations of Renewable energy sources - solar installations as part of the investment task "Improving air quality by increasing the share of RES in energy production in Skierniewice".

Part II Design, delivery and assembly of installations of Renewable energy sources - pellet boilers as part of the investment task "Improving air quality by increasing the share of renewable energy in energy production in Skierniewice".


Design, delivery and assembly of installations of Renewable energy sources - solar installations as part of the investment task ,, Improving air quality by increasing the share of RES in production

1. As part of the implementation of the subject of the contract, the Contractor undertakes to carry out a construction and executive design for each building, delivery and assembly of Renewable energy sources installations - solar installations as part of the investment task 'Improving air quality by increasing the share of renewable energy sources in energy production in Skierniewice' and commissioning a total of 117 renewable energy installations with a total power of 578 kW (power of one collector 1,700 W, 340 pcs will be installed).

2. Design documentation should be made in accordance with the provisions of PFU and include:

a. necessary inventories and expertise;

b. construction and executive design of all installations,

c. structure design for solar collectors,

d. electrical and I&C design (control and measurement apparatus and automation),

e. technical specifications for the execution and acceptance of works,

f. developing information on safety and health protection,

g. investor's cost estimate,

h. as-built documentation separately for each building.

3. The following installations shall be installed within private residential buildings:

1) Set - 2 collectors, 250 l tank - 33 installations;

2) Set - 3 collectors, 300 l tank - 62 installations;

3) Set - 4 collectors, 400 l tank - 22 installations.

The composition of solar sets and the minimum parameters for solar collectors have been determined in PFU.

4. If it is necessary for the proper performance of the subject of the contract, the contractor is also required to obtain the necessary arrangements and permits.

5. Conducting user training in the scope of installation operation.

6. Provision of maintenance services for each installation within a minimum period of 60 months from the date of signing the final acceptance report, including servicing of solar collector installations.

7. Performing annual service inspections of solar collector installations should include at least the following service activities for each of the completed installations, once a year, for 5 consecutive years:

a) checking the condition of soldered, screwed joints, etc.,

b) checking the tightness of the installation,

c) checking the system pressure,

d) checking the condition and level of the solar fluid (topping up as needed), checking the sensors (replacing as needed),

f) checking the condition of the magnesium anode,

g) checking and setting the diaphragm pressure.

In addition, in the fifth year glycol replacement should be performed in each installation (including: glycol drainage, system flushing, filling, venting, regulation, glycol utilization).

8. The Employer requires that the minimum declared period of warranty covering renewable energy installations completed is 60 months from the date of signing the final acceptance report of the performance of the subject of the contract.

9. The warranty for the solar collector must be at least 10 years, while the guaranteed service life is not shorter than 25 years.

10. The warranty for the water heater must be at least 12 years.

11. The Awarding Entity requires that the deadline for removing the failure is not longer than 48 hours from the moment it is notified to the Contractor by the Awarding Entity.

12. A detailed description of the subject of the contract for the installation is included in Annex 12 to the ToR - Functional and utility program with additional information (Annex 16 to the ToR).

13. The Contractor is obliged to fulfill the contract on the terms and conditions described in the contract template constituting Annex No. 11 to the ToR.

14. According to the content of art. 29 paragraph 3a of the Public Procurement Law Act, the Employer requires employment by the Contractor or Subcontractor under an employment contract within the meaning of the Act of 26.6.1974 - Labor Code (i.e. Journal of Laws of 2019, item 1040), persons performing assembly of collectors solar. Documented employment and control rights are presented in §12 of the contract template constituting Annex 11 to the ToR.

Design, delivery and assembly of installations of Renewable energy sources - pellet boilers as part of the investment task ,, Improving air quality by increasing the share of RES in production

1. As part of the contract, the Contractor undertakes to carry out a construction and executive design for each building, delivery and assembly of Renewable energy sources installations - pellet boilers as part of the investment task ,, Improving air quality by increasing the share of renewable energy in energy production in Skierniewice "And commissioning a total of 5 boilers with a total power of 120 kW (in 5 facilities).

2. Design documentation should be made in accordance with the provisions of PFU and include:

a. necessary inventories and expertise,

b. construction and executive design of all installations,

c. electrical and I&C design (control and measurement apparatus and automation),

d. technical specifications for execution and acceptance of works,

e. developing information on safety and health protection,

f. investor's cost estimate,

g. as-built documentation for each building.

3. As part of the project, low-emission pellet boilers with only class 5 certification will be installed.

If it is necessary for the proper performance of the subject of the contract, the contractor is also required to obtain the necessary arrangements and permits.

4. Conducting user training in the scope of installation operation.

5. Provision of maintenance services for each installation within a minimum period of 60 months from the date of signing the final protocol, including servicing inspections of pellet boilers.

6. Performing annual service inspections of pellet boilers should include at least the following service activities for each of the 5 boilers installed, once a year, for 5 consecutive years:

A. checking the condition of the seals on the door and the hopper lid;

B. checking the condition of the burner;

C. checking the condition of ceramic components;

D. checking the condition of insulation;

E. checking the condition of the fuel feeder;

F. checking the condition of additional equipment - if applicable;

G. checking the correct operation of the controller, fan and fuel feeding system;

H. dismantling and cleaning the exhaust fan, its impeller and fan chamber;

I. dismantling and cleaning the capacitive proximity sensor, checking its setting;

J. low temperature corrosion protection.

7. The Ordering Party requires that the minimum declared period of warranty covering installations made is 60 months from the date of signing the final acceptance report of the performance of the subject of the contract.

8. The Employer requires that the deadline for failure removal is not longer than 48 hours from the moment it is notified to the Contractor by the Employer.

9. A detailed description of the subject of the contract for the installation - pellet boilers is included in Annex 12 to the ToR - Functional and utility program with additional information (Annex 16 to the ToR).

10. The Contractor is obliged to perform the contract on the terms and conditions described in the contract template constituting Annex 11 to the ToR.

11. According to the content of art. 29 paragraph 3a of the Public Procurement Law, the Employer requires employment by the Contractor or Subcontractor on the basis of an employment contract within the meaning of the Act of 26.6.1974 - Labor Code (i.e. for pellets.
