On behalf of SKI's customers, SKI offers framework agreement 17.11 on management support, which includes the provision of management consulting services. The tender is divided into 6 sub-agreements, each of which constitutes an independent framework agreement. The 6 sub-agreements are:

Lot 2: Business processes and efficiency
Partial agreement 3: Analysis and evaluation
Delafagreement 4: Systems and control
Delaftale 5: Human resources
Lot 6: Green services
For further information on the services provided by the lots, see section II.2.4 for the respective lots.
The framework agreements may be used by SKI's customers (i) if the customer was a customer at the time of publication of this tender notice and (ii) the customer is still a customer at the time of application of the framework agreement. The list of customers is set out in the tender documents, cf. Appendix A. This is a voluntary framework agreement, i.e. the partial agreements do not establish an exclusive relationship between the suppliers of the framework agreement and SKI's customers.
Sub-agreement 1 Strategy and organisational developmentSub-agreement 1 Strategy and organisational development covers the company's/organisation's need to identify and analyse strategic challenges in the company's/organisation's surroundings at group and/or functional level and analyse its resource base in order to prepare and implement a well-founded strategy and organisational structure that supports the strategy.
Ydelsesområde 1: Strategianalyse
Strategy analysis concerns analysis of the company's/organisation's internal resources, including the organisation's IT and technology use, as well as external environment as a basis for uncovering the situation and perspective.
Strategy analysis includes advice, support and assignments regarding:
• Problem formulation, method and target group selection
• Qualitative/quantitative analyses
• Analysis report, including assessing the validity and reliability of the data
• Summary of the company's/organization's most important strategic challenges.
Ydelsesområde 2: Strategiudvikling
Strategy development concerns the development of the company's/organisation's mission, vision, goals and strategy based on the strategic analysis.
Strategy development includes advice, support and performance regarding:
• Mission, vision, goals and strategies
• Business model, including digital and technology-borne business models
• New business areas
• Concrete and operational action plans based on chosen strategy.

Strategy implementation concerns the execution of the concrete actions decided in the strategy development as well as communication, monitoring and control thereof.
Strategy implementation includes consulting, support and performance of:
•Action plans
• Design and implementation of management information
• Design and implementation of internal and external communication
• Project management, including handling of benefits realization and risks.
Performance area 4: Organisationsanalyse og -design
Organizational analysis and design concerns the analysis of organizational issues and the development of proposed solutions.
Organisationsanalyse og -design includes consulting, support and assignments regarding:
• Analysis of current structure and processes in order to identify strengths and areas for improvement
• Reporting on what inhibits and promotes continued development within the analysis field
• Determination of requirements for and design of processes and organizational structure, including management structure
• Clear and detailed overview of the organization's main / subtasks and processes
• Suggestions for dealing with the identified opportunities/threats and strengths/weaknesses.
Ydelsesområde 5: Strukturimplementering
Structural implementation concerns the restructuring of organizational design.
Structural implementation includes consulting, support and tasks relating to:
• Operational project plan incl. communication about organizational change
• Monitoring of organizational change and/or behavioral changes
• Managing risks related to structural implementation.

Lot 2 Business processes and streamliningSub-agreement 2 Business processes and streamlining covers companies/organisations' need for increased efficiency of their work processes (core and support processes) in light of the direct correlation between optimisation of internal processes and financial results. In connection with this, the sub-agreement also covers the need to identify, assess and choose outsourcing and "Public-Private Cooperation".
It should be noted that according to the "Attorney General's Agreement" between the Ministry of Finance and the Attorney General's Office, Customers covered by the "Attorney General's Agreement" must use the Attorney General for the purchase of legal services in accordance with the content of the agreement, including, among other things, in relation to the purchase of tender services.
The tasks under Lot 2 fall within one or more of the following three service areas: Process analysis and process optimization, outsourcing and public-private collaboration (OPS).
Performance range 1: Process analysis and process optimization
Process analysis and process optimization relate to analyses with the purpose of forming an overview of and insight into the current work process(s), including variations in the way the work is performed. The aim is to identify opportunities for improvement as a basis for setting targets for improvements.
Process analysis and process optimization includes consulting, support and task execution regarding:
• Analysis/mapping of the organization's core and support processes, including business and workflows as well as system use
• Improvement/streamlining of the organization's core and support processes, including system support of the processes
• Identification and exploitation of business opportunities such as digitization and the use of new technology, including advice on the types of changes in management, organization, work processes, etc. that are necessary to ensure a successful implementation of digitization and new technology.
Service area 2: Outsourcing
Outsourcing concerns advice and support in connection with the choice of tasks to be outsourced.
Outsourcing includes advice and task execution regarding:
• Description of tasks to be outsourced
• Advice in connection with the udlicitation process (udlicitation material, bidding, eva- luation, etc.)
• Planning and implementation of procurement and procurement processes, including outsourcing and contract management.
• Planning and implementation of in-/back sourcing of tasks.
Service area 3: Public-private cooperation (PPS)
OPS and public-private partnership (PPP) concern the involvement of the private sector in the solution/operation of public tasks. These are public tasks in the sense that the public authorities finance — through taxes — and are responsible for determining the volume and quality of production.
PPP/OPP includes advice and assignments regarding:
• Mapping of which services can be transferred to public-private companies
• Mapping of the potential for the use of OPS models
• Advice on choice of specific solution in connection with PPP/OPP
• Networks and alliances with other institutions/organizations.

Delafagreement 3 Analysis and evaluationLot 3 Analyses and evaluation covers the needs of companies/organisations to provide/support a basis for decision-making that makes it possible to adapt and develop the analysed area in order to optimise the efficiency and/or quality of the area's output.
Evaluations/sector analyses can be retrospective, thus analysing historical developments, and/or forward-looking, thus developing and quantifying future images of the given area.
Evaluations/sector analyses must thus satisfy the need to illuminate, assess and change public sector policies and services as well as underlying processes and workflows (e.g., but not limited to, IT, modernization, CSR, etc.).
Performance Area 1: Analysis/Evaluation:
Analysis/evaluation includes advice and assignments regarding:
• Preparation of literature reviews (e.g. systematic reviews, evidence assessments, etc.)
• Preparation of surveys (e.g. citizen satisfaction, customer or market surveys)
• Mappings of practice, organisation and capacity utilisation within the mentioned task areas
• Analysis of business procedures, information needs and need for system support
• Policy, programme and project evaluation, including implementation and impact

• Quality and risk management

Performance area 1: Financial and Managerial Accounting
Financial and financial management concerns principles and models for managing the company's/organization's finances.
Financial and financial management includes consulting and assignments regarding:
• Establishment of financial management principles
• Planning, design and construction of financial as well as non-financial information systems/models
• Economic and financial advice
• Optimization of the finance function and associated processes

Service Area 2: Quality and Risk Management
Quality and risk management concerns measures related to the company's/organisation's ongoing management of quality and risks.
Quality and risk management includes advice and task execution regarding:
• Quality and risk management policies and objectives
• Advice on mitigating measures and controls
• Advising on compliance with requirements and standards
• Establishment of contingency plans in connection with risk management, including creating an overview of external and internal risk factors.
Service area 3: Control and optimization of administrative processes
Control and optimisation of administrative processes relates to assessing whether the management of public funds and the operation of public undertakings meets the requirements that the public is entitled to make of the administration.
Control and optimization of administrative processes includes advice and task execution regarding:
• To optimize case handling, procedures and costs in an administration or across an administrative area
• IT Audit, including identifying critical business processes in order to gain an overview of risks and mitigating actions for IT systems relevant to financial reporting
• Administrative services/services to meet the public sector's need for ongoing administrative assistance in peak situations or for longer periods.
• Audit oversight and audit-related consulting.
• Revision of projects, including EU projects

Cultural and behavioural development concerns the values, customs, rituals and 'agreements' of the company/organisation.
Cultural and governance development includes advice and assignments regarding:
• Analysis and development of the organization's culture and employee behavior, including identifying whether the organizational culture supports the business/organizational needs
• Preparation of action plans for the development process, including communication, training of managers and employees and team building
• Impact assessment of planned actions.
Service area 3: Personnel policy
Personnel policy concerns what employees can expect from management and what management can expect from employees.
Personnel policy includes advice and task execution regarding:
• Personnel policy issues such as recruitment and retention, dismissal, bullying, gender equality and stress
• Determination of incentive structure
• Establishment of principles for educational planning

The service area "Green services" includes consultancy, qualitative analyses, task execution and/or implementation work concerning:
• Emission emissions, greenhouse gas emission (GHG) data, life cycle analyses, ESG analyses and sustainability analyses based on the requirements of the CSRD Regulation as well as impact analyses of the EU taxonomy
• Mission, vision, goals and strategies in relation to CSR, sustainability and green transition
• Data and governance basis for climate and environmental initiatives
• Regulation related to climate and environment
• Climate and environmentally friendly organizational and employee behavior
• Application for funding for green transition
• Transition to circular economy
• Environmental and climate-related requirements specifications and procurement technical measures such as LCC and TCO considerations
• Environmental and climate-related tools, tools and analyses.
