Purpose of the services: acquisition of an IT solution for the creation, management and communication of transversal strategic planning (PST).

Comment: this software, called Strat & Gov will be by local authorities (potentially 38 administrations). It will allow the encoding, the management as well as the communication of the PST of each administration. It will include a modern and efficient project management tool and will manage the financial and human resources of the organization.

The term PST is not found as such in the Brussels legislation. The denomination comes from Walloon regulations (notably via the decree of 19.7.2018 integrating the PST in the code of local democracy and decentralization).

In Brussels, strategic planning must be understood as the tool to meet the objectives set in the New Municipal Law concerning:

- the three-year plans (NLC 242 bis),

- the balanced budget (NLC 252),

- internal control (NLC 263-11).

The functionalities requested have been the subject of a User Group analysis and are attached to this special specifications.

The bidder will be responsible for the delivery, installation, training, hosting and maintenance of the Strat & Gov software.

This market is composed of 4 positions:

- item 1: acquisition and installation of the software,

- item 2: corrective maintenance and technical assistance,

- item 3: evolutionary maintenance,

- item 4: trainer's mormation.

180º software: Strat & Gov is intended to replace the 180º software (www.180 ° .be) used by several local authorities in Brussels today.

The 180º software will also be used as a starting point for our needs analysis. It has been developed by the Regional Training Council (CRF - crf.wallonie.be) and the programming codes will be made available to the service provider if necessary.
