Description:
Purchase of 6 pieces of brand new low-floor city buses with electric drive along with a dedicated charging system for traction batteries for Miejskie Zakład Komunikacji S.A. in Ostrów

The subject of the Order is:

1. Delivery of 6 pieces of brand new, low-floor electric buses with the necessary and additional equipment, software and documentation.

2. Delivery, installation and commissioning of a charging system consisting of 3 pieces of stationary two-station chargers with a total charging power of 300 kW (2 x 50 kW each charger) in the area of the Ordering Party's bus depot.

1. The subject of the order is:

1) Delivery of 6pcs factory new low-floor electric buses along with necessary and additional equipment, software and documentation.

2) Delivery, assembly and commissioning of a charging system consisting of 3 pcs of stationary two-seat loaders with a total charging power of 300 kW (2 x 50 kW each of the chargers) on the territory of the Ordering Authority's bus depot.

2. The bus design and the solutions used are designed to guarantee the operation of buses, assuming an average of 70,000 km of annual mileage.

3. The technical solutions used must be checked, implemented for serial production, and their reliability must be confirmed at least in operational tests.

4. The buses offered must not be prototypes and must be on the current offer and be manufactured in a similar completion at least

3 copies.

5. The Contracting Authority informs that pursuant to Article 393(1)(4) of the Public Procurement Law, it will reject an offer in which the share of products originating in the Member States of the European Union, countries with which the European Union has concluded agreements on equal treatment of entrepreneurs, or countries to which the provisions of Directive 2014/25/EU apply pursuant to the Council Decision, does not exceed 50%. A product originating in a given country should be understood in accordance with Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9.10.2013 laying down the Union Customs Code, Article 60:

- goods wholly obtained in a given country or territory are considered as originating in that country or territory,

- goods the production of which involves more than one country or territory shall be deemed to originate in the country or territory in which the goods underwent the last substantial, economically justifiable processing or working, in an undertaking adapted for that purpose, which resulted in the manufacture of a new product or constituted an essential stage of manufacture; for this contract, these products are electric buses and chargers. The Contractor is obliged to submit (together with the offer) a statement on the origin of the products, the content of which is contained in Annex No. 2 to SWZ.

6. The buses offered must be structured so that they can be untrouble-free prolonged operation at ambient air temperatures in shaded areas from -25oC to +40oC.

7. The ordered buses are to be made using the latest technological achievements and workshop knowledge ensuring trouble-free operation with minimal effort of current maintenance works

8. The bus shall be powered by an electric motor(s) of at least 160 kW, powered by an electricity storage with a nominal capacity of min. 250 kWh.

9. Detailed formal requirements, technical parameters and equipment which must be met and possessed by the offered buses together with the traction battery charging system shall specify a detailed description of the subject matter of the order constituting Form No 1 to SWZ.

10. The Contractor is obliged to make arrangements with the Contracting Authority during the period between the signing of the contract and the receipt, to the extent and time limits set out in the Order No 2 to the contract.

11. The economic operator shall, if it intends to apply equivalent solutions, indicate those solutions and demonstrate, by any means of proof, that the proposed solutions meet the requirements set out in the description of the subject of the contract to an equivalent degree. The burden of proving equivalence shall lie with the Contractor. In such a situation, the above-mentioned documents will constitute the means of proof in question. Detailed provisions on equivalent solutions are contained in point 3 of the SWZ.

12. The Contracting Authority does not provide for the requirements referred to in Article 94 of the Pzp Act.
