The procurement intends to establish a Framework Agreement that covers the contract party's total need for welfare technology in the coming 4-year period. The procurement therefore includes both a communication platform, patient signalling system, safety alarms, access control and equipment close to users, for a uniform health and care service at all the contract parties.
VINA – the welfare technology project in Namdalen – a cooperation regulated by a cooperation contract that was adopted both administratively and politically. The VINA cooperation (hereafter called the Contracting Authority) will procure welfare technology for the participating contract parties.
The VINA parties have different users in a number of buildings in addition to private houses. The delivery must, as a minimum, cover the need for a joint platform for patient signalling installations, safety alarms, access control and sensors connected to relevant and prioritised buildings at each contract party. A site inspection will be required after the framework agreement has been signed but before implementation at each contract party.
The technical infrastructure must be prepared in all the contract parties' buildings. Tenderers must ensure that, and possibly contribute to all technical installations, such as cabling, patch panel, gateway and switches/routers are prepared for the delivery of welfare technology. The extent to which each contract party wants to upgrade and operate the technical infrastructure themselves will vary.
