The purpose of this contract is to provide cleaning and waste removal services in buildings and on land of the Régie foncière located in the territory of the city of Liège.
Provided that they are on the territory of the city of Liège, the missions ordered within the framework of these specifications can also be ordered on behalf of Public Interest Organizations (OIP) or public companies. The organization or company ordering the service will be liable for the payment arising from it under the terms set out in these special specifications.
To this end, this joint contract has been the subject of an agreement establishing the respective roles and obligations of the city of Liège, the public social action center of Liège and the public real estate subsidiary of Liège, the text of which is annexed to these special specifications to form an integral part thereof.
List of public interest organizations and public companies likely to place orders via this contract:
- Liège Public Center for Social Action, place Saint-Jacques 13, 4000 Liège;
- public real estate subsidiary of Liège SCRL, place du Marché 2, 4000 Liège.
The contract will be concluded in the form of a joint framework agreement structured in four lots and concluded with 1 (minimum) to 3 (maximum) participants per lot.
Each lot being separate and unique, a tenderer is entitled to award prices for one or more lots. The tenderer who has bid for several lots of the contract, may offer in his offer form for each lot, the discount he can grant in the event of a combination of several lots. This discount will be unique and applied to all lots.
This market is a service market. The procedure chosen is that of the procedure opened in application of article 35 of the law of 17.6.2016.
This contract includes lots that can be awarded separately.
List of the various lots making up this contract:
- lot 1: periodic cleaning of the common areas;
- lot 2: periodic cleaning of the glazing;
- lot 3: episodic cleaning;
- lot 4: removal of waste.
Periodic cleaning of common areasThe purpose of this lot is to periodically clean the common parts of the property of the contracting authority (halls, stairwells, elevators, cellars, etc.).
Periodic glass cleaningThe purpose of this lot is to periodically clean the glazing in the goods of the contracting authority.
Episodic cleaningFor this lot and in strict compliance with the principle of competition, the contracting authority will proceed whenever a need arises, before the award of any subsequent contract, to re-compete all the participants in this framework agreement . This lot concerns the cleaning of various goods (cleaning after work, cleaning of property during the rental vacancy period, etc.).
Waste removalThe purpose of this lot is to remove waste of any kind from land and buildings belonging to the real estate heritage of the contracting authority.
