Oslo municipality has decided that a permanent scheme for resident parking shall be implemented. The contracting authority shall procure a customer and case processing system for resident parking.
The objective of the procurement is to establish a user-friendly customer system for allocating permits and case processing of resident parking applications. The offered system shall be provided as a service on the tenderer's infrastructure.
The system shall support the use of inspection vehicles for parking; PocketControl and vehicles with scanners, as well as controlling the number plates against the register of residents with approved and activated resident parking permits.
The implementation of permanent resident parking permits in Oslo includes initially 8 city districts/zones, with approx. 20 000 parking lots. The residents can apply for resident parking cards/permissions for relevant parking lots. The service provider must expect that several city districts can participate in the scheme (increase), and city districts that are participating in the scheme can terminate the agreement during the contract period (reduction).
