A framework agreement will be signed for consultancy services within IT development.
The IT services will support the digitalisation work in the Norwegian National Housing Bank. The Norwegian National Housing Bank's main offices are located in modern premises in Papirbredden in Drammen.
The digitalisation office is a total supplier of digital tools and services that contribute to the Norwegian National Housing Bank's goal achievement. The office gathers all operative digital competence in one place and is committed to development and innovative systems in close collaboration with the trade offices. The office has approx. 50 permanent man-labour years, split between 4 departments: IT development, IT management, IT architecture and IT process. In addition there are approx. 25 hired consultants at any one time.
The consultants under the framework agreement will be included in the further development and modernisation of the Norwegian National Housing Bank's digital tools and services. In addition the Norwegian National Housing Bank has a large number of installations with other public actors and joint components that must be further developed and managed. This requires good quality from the offered IT services.
The consultants will work user-centered, flexibly and inter-disciplinary, with a focus on sharing and cooperation. They will, thus, be sitting in an autonomous team across department and office boundaries. The teams will be completely responsible for providing systems that support the service area or project they are responsible for. In order to ensure professional affiliation and development, there are separate professional groups that focus on new technology and learning across the teams.
The Norwegian National Housing Bank's systems are built on a micro-service architecture and developed on modern technological frameworks such as angular, spring boot and NoSQL databases. In order to ensure flexibility and quality in the systems, there is a high degree of test automation through the use of frameworks such as Selenium and Cucumber. DevOps is used and the systems run on OpenShift, a modern container platform that is managed and further developed by a dedicated team. The development tool are, amongst other things, IntelliJ, Jira, BitBucket and Confluence.
