The objective of this contract is to establish a social situation monitor to provide analytical and statistical support services, assess and transform data from relevant sources into policy-relevant evidence for national and European policy makers.

The objective of this contract is to obtain external assistance in assessing and transforming data from the above-mentioned sources and any relevant new sources (e.g. big data) into policy-relevant evidence for national and European policy makers. The social situation monitor shall have and provide/

1) a stable and continuous capacity to carry out high quality analysis, with a strong focus on quantitative and econometric methods, in the field of employment, skills and social inclusion;

2) capacity to organise, or assist with the organisation of, policy-relevant academic seminars and conferences in the field of employment, skills and social inclusion, based on knowledge of and access to relevant academic/research networks;

3) capacity to provide statistical support, including through occasional helpdesk activities and methodological advice (mainly via email with additional and occasional phone helpdesk in crucial periods; periods to be agreed upon in advance); and

4) capacity to provide on-site statistical support (50 days presence in the premises of DG EMPL in Brussels on average) to help with statistical work, including the calculation of indicators, the development and use of visualisation tools and the appropriate use of quantitative and econometric methods.
