Inspections, repairs and maintenance of UPS at the Jeleniów I and Jeleniów II compressor stations

1. The subject of the Order are inspections, repairs and maintenance of UPS at the Jeleniów I and Jeleniów II compressor stations.

4.Where the content of the Specifications and Annexes to the Specification contains a reference to trademarks, patents or origin, source or a specific process that characterizes products or services provided by a specific contractor, the Contracting Authority shall allow equivalent solutions. The Contractor offering equivalent solutions is obliged to demonstrate at the stage of contract performance that the proposed solutions meet the requirements specified in the description of the subject of the Contract to an equivalent degree, with particular emphasis on the provisions set out in Annex 2 to the Model Agreement (Annex 1 to the SWZ).

5.The Contractor is obliged to read and apply the recommendations resulting from the Code of Conduct for Suppliers of the Gas Transmission Operator GAZ-SYSTEM S.A. (Code of Conduct for Suppliers of the Gas Transmission Operator GAZ-SYSTEM S.A. is available on the Ordering Party's website: http://www.gaz-system.pl/przetargi/kodeks-postepowania-dla-dostawcow/).

6.The Contractor is obliged to read and apply the "Tenderer's (Contractor/Supplier's) Handbook", available on the Procurement Portal in the "Regulations and instructions" tab.

7.The Contracting Authority allows for the possibility of making an on-site inspection by the Contractors, no later than 3 days before the deadline for submitting tenders. In such a situation, the Contractor is obliged, at least 2 days before the proposed date of the on-site inspection, to apply by means of electronic communication within the meaning of the Act of 18 July 2002 on the provision of electronic services (i.e. Journal of Laws of 2020, item 344; hereinafter referred to as the "Act on the provision of electronic services") to the Contracting Authority with a request to set the date (day and time) of the on-site inspection, subject to reservation, that the on-site inspection may take place from Monday to Friday, excluding public holidays, from 9:00 a.m. to 2:00 p.m.

8. All inquiries regarding the on-site inspection should be submitted via the Procurement Portal. The Contracting Authority allows the Contractor to obtain in this way all additional information that may be necessary for the preparation of the offer and the conclusion of the contract and performance of the Order. The on-site inspection is not a meeting of the Contractors referred to in Article 136 of the Act; therefore, during the on-site inspection, the Contracting Authority will not accept questions to clarify the content of the SWZ, nor will it answer the Contractors' questions. The costs of conducting a site inspection at the facility covered by the subject of the Order shall be borne by the Contractor.

9. The vision will take place on the premises of the facility which is part of the active infrastructure of the Contracting Entity, so each participant of the on-site inspection will be obliged to apply the safety rules in force at this facility.

10.On-site inspection of the facility involves access to protected information and may take place only after signing the statement (in accordance with Annex 8 to the SWZ). Only a person on the list of authorized persons referred to in Appendix 1 to the Confidentiality Statement may participate in the on-site inspection. The contractor may delegate a maximum of 2 people to carry out the on-site inspection.

11.In order to submit the statement referred to in paragraph 10, a complete statement should be sent in accordance with the rules set out in Chapter VIII of the SWZ.

12.Na complete confidentiality statement consists of:

1) a completed and signed confidentiality statement (in particular the completion of the comparison), together with all attachments initialled,

2) a completed list of persons referred to in § 2 section 1 of the confidentiality statement, constituting respectively Appendix 1 to the confidentiality statement for these Proceedings,

3) a document confirming that the person or persons signing the statement on behalf of the Contractor were authorized to do so (e.g. excerpt from the National Court Register, power of attorney).

13.The confidentiality statement may be:

1) electronically signed (in the original in electronic form with a qualified electronic signature within the meaning of Regulation (EU) No 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93 / EC (OJ L 257 of 28.08.2014, hereinafter referred to as "qualified electronic signature") and sent back on the terms set out in Chapter VIII of the SWZ,

2) signed in writing. In the case of written form, the Contractor shall send a scan of the statement together with confirmation of sending the original on the terms set out in Chapter VIII of the SWZ. The original confidentiality statement should be sent to the address indicated in Chapter I SWZ with a note on the envelope: "Confidentiality statement regarding the proceedings entitled: "Inspections, repairs and maintenance of UPS at the Jeleniów I and Jeleniów II compressor stations no. ZP/2023/05/0051/WRO".

14. In order to enter the facility, each person is required to have appropriate personal protective equipment (including helmet, shoes and protective clothing in non-flammable and antistatic versions). You won't be able to take pictures during the vision.
