Framework agreement: assistance in design and technical studies in the field of strong currents, weak currents, control / command, instrumentation, industrial IT and lightning.
The Engineering and Project Management Department (DIMP) supports construction and renovation projects for the Energy Department (DES), civilian centers and Agence Iter France (AIF) , from the opportunity study to the complete project management, including the completion of the study phases (safety reviews, for example), technical support (technical support to operators, for example) and expertise.
The DIMP carries out its missions in all the civilian centers of the DES and in particular:
- Cadarache;
- Marcoule;
- Paris-Saclay.
The DIMP can also intervene on other sites on specific request.
The subject of this call for tenders concerns a framework agreement for the provision of assistance in design and technical studies in the field of high currents, low currents, control command, instrumentation, industrial computing and lightning for all of its activities on the CEA sites.
These services will be carried out on behalf of the CEA / DES / DIMP / DCET / SE2C of the Cadarache center.
The framework agreement includes fixed unitary services and additional services:
1) lump sum unitary services: these services include lump sum unit deliverables recorded in a unit price schedule (BPU). These deliverables will be implemented through Purchase Orders (POs);
2) additional services: the contractor may be required to produce so-called “additional” deliverables if the deliverable requested in the service within the framework of the FEBs is not in the lists of deliverables presented to the BPU and if the new deliverable has not could not be developed by effect of similarity with another existing deliverable from the list.
These additional deliverables may concern in particular:
- definition notes, expert reports, etc.
- detailed studies including plans, single lines, architectures, etc.
- lightning risk analyzes, lightning technical studies, etc.
These deliverables being very dependent on the state of progress of the project, the interfaces, the complexity of the subject, these additional deliverables will be implemented through subsequent contracts referencing the contractor's estimate and implemented by the pilot. of CEA contract.
Each quote will be valued as follows:
- on the basis of the hourly rates of the profiles recorded in the price schedule and necessary for the preparation of the deliverable;
- on the basis of quotes from subcontractors and / or suppliers associated with the penalty and care coefficient indicated in the price schedule.
