A 2-year framework agreement will be signed with an option for 1+1 year for the procurement and delivery of water and sewage material for the operation and maintenance of the outdoors water and sewage pipeline network, and for the delivery of HVAC and sanitation material for indoors use. The aim of the procurement is to simplify procurements for operations in the area through a cost efficient and rational procurement contract that contributes to a good total economy.

The following products/groups are included (not exhaustive): Ground cranes, valves, and water meters, sewage and hand pumps,

concrete products, ductile pipes and parts, street goods, PE pipes and parts, PVC pipes and parts, repair sleeves and joints, surface water pipes and parts, brass parts insulation and frost protection, HVAC and sanitation products for buildings.

Each individual municipality must be considered an individual legal entity, and each municipality must be regarded as an individual customer with a separate invoice address and multiple delivery addresses.

Other municipal entities, including all official legal bodies and associations, cf. the definition in the Public Procurement Act §2, will have the right, but not an obligation, to join the framework agreement. If, during the contract period, the municipality converts parts of its own business into a 100% owned limited company or establishes new companies, the new companies will also have the right, but not the obligation, to enter into an agreement on the same terms as the municipality.

Objective

The aim of the procurement is to simplify procurements for operations in the area through a cost efficient and rational procurement contract that contributes to a good total economy. The contract will mainly apply to products for work carried out by in-house personnel, as the contracting authority has continuing framework agreements for plumbing services that also include material.

The contract includes deliveries to many entities with several delivery addresses in Indre Østfold, Marker, and Rakkestad Municipalities.

The contracting authority could find it appropriate to hold separate contests for major water and sewage projects. The same will apply to deliveries for projects where the work has been outsourced as a separate contract.
