Replacement of the road bridges Kortemoor, Leegmoor and Esterwegen on the coastal canal, Here: Engineering services

The road bridges Kortemoor, Leegmoor and Esterwegen are due to their condition.

Extensive maintenance measures to improve the bridge conditions are not expedient due to the age and the generally poor condition. Therefore, the existing bridges including their ancillary facilities are to be rebuilt and replacement new buildings with the target values of a continuous embankment, a new construction lower edge of +10.60 mNN, the load-bearing capacity according to load model 1 and an adaptation of the standard cross-sections are to be built at the same place.

For the three bridges, ground survey work must be put out to tender and the results of the exploratory work evaluated. Fictional designs must be drawn up for the Esterwegen and Kortemoor bridges. The goal here is the conclusion of a crossing agreement according to § 41, Abs.5 WaStrG.

Furthermore, the planning for the bridges must be advanced individually to such an extent that the public planning approval procedures (according to the Waterways Act) can be initiated. The goal is the planning approval decision for each bridge.

Likewise, the respective draft AU according to VV-WSV 2107 for the bridges must be set up. The goal here is the approved draft AU.

Optionally, after further commissioning, the respective procurement documents must be created.

As part of the replacement of the above-mentioned bridges, the WSA Ems-Nordsee plans to create a continuous, uniform canal profile and to create a clear clearance height at 5.25 m above GWo. For this purpose, the clear width must be increased from currently approx. 42.0m to approx. 57.0m and the lower edge of the construction from +10.01mNN; +10.02mNN, or +10.10mNN to +10.60mNN. In addition, the new bridges will be adapted to the state of the art and designed according to load model 1 in accordance with DIN EN 1991-2.

Compliance with these boundary parameters has an impact on the direct periphery (elevation of the road gradient). The handling of these effects must be dealt with with the new bridge replacement.

Content planning goals:

- Dismantling of the existing bridges including their ancillary facilities such as access ramps, staircases and sheet piling walls

- Construction of the new bridges with the new target values, continuous embankments, new construction lower edge +10.60mNN, load capacity according to load model 1, according to DIN EN 1991-2 and adaptation of the standard cross-section of the superstructure according to the specifications of the district of Emsland, or the WSV.

- Adaptation of the access ramps and the directly adjacent roads (federal, district and municipal roads) to the new road gradients of the bridges

Type and scope of the services to be provided:

a) After determining the planning boundary conditions and the first preliminary planning, specifications, service descriptions and procurement documents for soil exploration work (digestion drilling and pile core sounding, etc.) - which provide information about the upcoming soils at the above-mentioned bridge structures - must be drawn up and made available to the client. The publication of the tender and subsequent commissioning for the execution of these construction services is carried out by the WSA Ems-Nordsee. The preparation of the subsoil and foundation report is a special service part of the Contractor's scope of services. The findings to be derived from this must be taken into account in the further planning.

b) Preparation of fictitious designs and cost-sharing calculations for the Kortemoor and Esterwegen bridges:

aa) Fiktiventwurf 1

Consideration of WSV concerns, here: Enlargement of the clear width between the abutments (span), as well as the new heights of the bridges due to the greater clearance heights (construction lower edge KüK = +10.60mNN) with unchanged usable width taking into account the guidelines for passive protection on roads (RPS)

bb) Fiktiventwurf 2

Consideration of the interests of the district of Emsland, here unchanged span and altitude with a clear height of the construction lower edge of +10.02 mNN, or +10.10 mNN, with a new useful width according to the standard cutting specifications of the district of Emsland

Target:

The aim of the fictitious drafts is the conclusion of a crossing agreement for the kortemoor and Esterwegen bridges in accordance with § 41, Abs.5 WaStrG.

These crossing agreements form the basis for further design processing!

c) According to this, the planning services must be advanced to such an extent that the public planning approval procedures (here: according to the Waterways Act) can be initiated individually (three procedures) for each bridge. -> Objective: Planning approval decision

d) At the same time, the planning services for the design AU's of the bridge structures can be started. Prior to the completion of these planning services, the incorporate ancillary provisions and/or requirements resulting from the public law procedure into the draft AU's.

The implementation documents (draft AU) are to be prepared in accordance with the administrative regulations of the Waterways and Shipping Administration (in particular VV-WSV 2107 "Draft List"). The draft AU's are first checked by the WSA Ems-Nordsee, according to VV-WSV 2107 §13 (6) with regard to contract fulfillment and approved by the GDWS. -> objective: approved draft AU

Optionally, i.e. with the availability of the approved design AU's and further commissioning by the client, the respective procurement documents (including building description, specifications and design drawings, static preliminary dimensions, mass determinations, etc.) must be created. The award maturity for the implementation of the measure must be established.
