The aim of this procurement is to make a framework agreement available to Sitra, from which high-quality and cost-effective publicity and industry monitoring analysis services can be procured.

Sitra must take into account the General Data Protection Regulation (GDPR), accessibility and energy efficiency issues in its procurements. We make responsible and sustainable choices in all our procurements.

The target of the procurement is publicity and industry monitoring analysis services, which interpret and analyse the data produced by the monitoring and other possible material produced by public debate.

Topic and discussion analyses can be, for example, analyses of the public debate around a particular industry or topic; its scope and tone or the forums where the discussion takes place. The analyses can also be analyses of Sitra's topics or in-depth, extensive year-on-year analyses of Sitra's publicity.

With the help of analyzes:

• obtain a data-based situational picture of the discussion on the topic to be analysed in Finland, the EU, globally or otherwise with separately agreed regional and or language boundaries

• provide a view of digital influence on defined topics

• can produce communicative recommendations

If necessary, the material produced by Sitra's publicity monitoring will be available to the suppliers selected for this framework agreement in an exported raw data format (e.g. excel) within the framework of the assignments given. Sitra's current publicity monitoring partner is Meltwater Oy.

2 suppliers shall be selected for the framework agreement, provided that at least 2 tenders meeting the minimum requirements are received.

The estimated total value of the framework agreement over four years is EUR 450 000 and the maximum value is EUR 600 000.
