Contracting entities wish to enter into a 4-year framework contract for the development, support and maintenance of applications. The contract aims to bring together current and future applications under the “Education and Competencies” business area. That is, applications that primarily process support training, qualification, conducting tests, tests, documentation of obtained competencies, and the dissemination of knowledge for the use of information and guidance efforts.
Contracting entities provide tasks for the development, support and maintenance of applications under the business area: Training and Competencies.
Contracting entities undertake several cross-cutting initiatives and are involved in cooperation with other public authorities to increase the efficacy and use of IT, digitisation and data in relation to the field of education and training. In this context, contracting entities need a framework contract with an IT provider in order to receive support for application development and maintenance on an ongoing basis.
The “Training and Competencies” business area includes applications primarily supporting process support training, qualification, conducting tests, testing, documentation of skills obtained and dissemination of knowledge for information and guidance efforts.
The main benefits under the framework contract offered are:
1) Development and maintenance, including, inter alia, supply management, analysis and design, redevelopment, further development, maintenance, preparation of documentation, preparation for commissioning
2) Management, including, inter alia, continuous cross-project management and management, reporting, establishment, operation and maintenance of own auxiliary tools and development environments, maintenance of own competences
3) Support, including providing application support, support collection, error qualifying, technical support
4) Application-related advice and assistance, including advice and guidance on applications, participation in needs statements and preanalyses, assistance for user-directed documentation, operational support, ad-hoc tasks (e.g. architecture analyses, business analyses or analyses. information-security).
The above services are supported by the contract management of the consultants in order to comply with the agreed estimates, deadlines and agreed quality.
Thus, the supplier must assist contracting entities with operational support, but actual application and infrastructure operations are not part of the task.
The tasks of the supplier will vary in the term of the framework contract.
