The subject of this tender is general planning services for the new construction of the gas pressure control and measuring system (GDRMA) in Luckaer Straße in Altenburg, in accordance with Annex A1 of the tender conditions (description of services - short version). The system is to consist of one or two measuring and control rails including preheating. As part of the preliminary planning, a variant study is to be carried out in this regard.
The planning of the plant is to take place mainly from May 2024 until the end of the first quarter of 2025, so that the tender for the construction services as general contractor services (presumably in accordance with the SektVO) can be published at the end of the second quarter of 2025. The contract for the construction work must be awarded by mid/end of 2025. Construction of the plant is planned from March 2026 to the end of 2026. Commissioning must be completed by the end of 2026.

The general planning service primarily includes basic and special services (call-off is carried out according to service phases) in accordance with § 53 et seq. HOAI Specialist Planning Technical Equipment and § 34 et seq. HOAI Object Planning Building Planning, in each case in service phases (LPH) 1 to 9 for the new construction of a GDRMA.
In addition, additional special services and higher-level coordination tasks are required. These are optionally requested and can include, among other things, the preparation of a project manual, the preparation of risk assessments as well as an escape and rescue route concept, commissioning management and the preparation of an operating manual.
The general planner is responsible for all planning tasks relating to the GDRMA. These include, among others, construction, process and mechanical engineering, piping technology/station piping, building services, electrical power engineering, process control technology as well as earthing and lightning protection, etc.
