The procurement concerns a framework agreement for legal services. A framework agreement will be signed with one tenderer.
The framework agreement will cover the Contracting Authority's need for specified legal services. Although the requirement for legal services is covered by internal resources at the contracting authority to a large degree, there is a need for external assistance where there is a lack of available capacity or competence.

The need for legal assistance is particularly centred on the following areas of law, but is not limited to:
- Public procurements, state subsidies and competition law (the expected largest requirement is related to public procurements)
- Contract law
- Technology and ICT law and information security
- Procedure and dispute resolution
- Privacy Law
There will mainly be a need for assistance for the following service types:
- Legal consultancy, both individual questions and major review work
- Legal assistance in all aspects of the procurement process
- Drafting and quality assurance of documents and contracts in the areas of law described above, and adaptation of different types of standard documents and standard contracts in the same areas of law
- Assistance with any appeals and/or dispute cases, including negotiations and procedures
- Internal courses, conferences, seminars and similar
