Monetra Oulu Oy requests your offer for a cost accounting system for social and health care services (hereinafter also referred to as "subscribers") in accordance with this invitation to tender and its appendices.

Monetra is a municipally owned group founded by the cities of Oulu, Tampere, Kuopio and Jyväskylä, as well as the hospital districts of North Ostrobothnia, Pirkanmaa, North Savo and Central Finland.

The Group consists of Monetra Oy (parent company) and its subsidiaries Monetra Keski-Suomi Oy, Monetra Oulu Oy, Monetra Pirkanmaa Oy and Monetra Pohjois-Savo Oy. Subsidiaries are also referred to as regional companies. Monetra Keski-Suomi Oy is not involved in the procurement.

Monetra's customers include cities/municipalities, wellbeing services counties, joint municipal authorities and companies owned by them.

Monetra's regional companies currently have several different financial management systems in place to manage the overall financial service production. However, the Group lacks, for example, a cost accounting system for social and health care services (later the health and social services cost accounting system). Of Monetra's customer base, the wellbeing services counties have shown interest in the service.

Monetra acts as a provider of the health and social services cost accounting system to its customers using the service centre model. The service centre model refers to a model in which the services provided by Monetra to its customers are productized and offered with the same content to several customers.

The system will be used by the Monetra Group and the relevant agreements will be made with four (4) of the aforementioned Monetra companies, Monetra Keski-Suomi Oy is not involved in the procurement. In other words, the Group procures the services to be procured as part of its own total service production in order to provide services to its customers.

The system is planned to be implemented during 2023 for one of Monetra's customers as part of the overall service provided by Monetra. The supplier must be prepared to deploy the system to other Monetra end customers at a later date.
