Description:
Professional assistance with the Climate Committee 2050

We would like to enter into a framework agreement for professional assistance for the Climate Committee 2050 and its secretariat. The aim of the framework agreement is to give the Climate Committee 2050 and secretariat the option to obtain capacity and competence to obtain a professional basis for the problems described in the committee's mandate (se https://klimautvalget2050.no/mandat/). The assignments will vary, but will mainly consist of short reviews of problems, and obtaining and collocating information. Deliveries will be, amongst other things, in the form of short notes, illustrations, and slides, and oral presentations and discussions based on them.

We expect that there will be a need for competence within fields such as social studies, law, and science. Furthermore, we expect that there will be need for knowledge on themes such as EU's climate policies in general (including the EU's green initiative, diversity policy, and circular economy), diversity and eco-systems both on land and in the sea, distribution effects, business and industry policy, energy policy, international policies, and technological developments. Several environments are encouraged to get together so as to offer the professional competence that will be required. The possibility to draw on competence environments outside Norway will be seen as positive. The framework agreement will be entered into with one tenderer.

The work will be done through concrete orders (call-offs) for specific themes and problems. The deadline and format for delivery for each individual call-off will be agreed in each case. The individual deliveries will be regulated through the call-off contracts, see annex 3, whilst the framework agreement will regulate the general obligations between the parties.

The framework agreement period will be two years from when the contract is signed. The framework agreement will not give the tenderer an exclusive right to deliver the delivery scope as described in this point. The contracting authority reserves the right to enter into contracts with others when it is appropriate.
