Description:

The framework shall be a multi-provider frameworks for a technical assurance service.

— The principal requirements shall include:

a— review and development of facility costs and life cycle costs,

b— cost, PM, QS and financial planning support to SE Officers for SE funded projects /programmes for schemes typically 100 000 GBP to 30 000 000 GBP+ in value (demolition, refurbishment and new build):

— continued cost development of affordable concepts,

— development of other benchmark and sustainable models (eg pavilions, clubhouses, spaces),

— research into acoustics, products and other facility types,

— financial business planning input into projects, facilities and operator procurement models,

— financial and technical risk management,

— procurement toolkit development to assist wider organisations,

— condition surveys of existing facilities,

— support to planning officers for developer appeals.



Sport England as the contracting authority is inviting tenders for service providers to sit on a framework contract to support its work on the provision of Sport England Technical Assurance Services (the service).

Sport England is seeking through this restricted procedure procurement process to set up a supply framework with suitably capable contractors to provide the services for a term of 48 months.

The first stage of the restricted procedure will require the completion of a Standard Selection Questionnaire (SSQ). Tenderers can access the SSQ procurement documentation via the Sport England e-tendering portal: https://sportengland.bravosolution.co.uk Tenderers are requested to register for an account should they not currently hold one and search for reference PQQ_52. Tenderers are requested to download the information and upload a completed SSQ should they wish to participate via the e-sourcing portal. Following completion of the SSQ stage the authority will invite the top-six scoring tenderers to the invitation-to-tender stage.

Following evaluation of the invitation-to-tender stage, the top four-scoring suppliers will be invited onto the framework.
