The target of the procurement is a recruitment system for the use of the University of Turku. The aim of the procurement is to acquire a user-friendly recruitment system for both the applicant and the users of the university. The goal is to further streamline recruitment processes and improve the candidate experience.
The purpose of the recruitment system is to manage various recruitment processes, publish job advertisements and apply for vacancies at the University of Turku. In addition, the system is used for both the authorities and internal reporting.
The management of recruitment processes mainly involves the publication of job advertisements, the communication of applicants, the evaluation of applicants, as well as the processing and compilation of the necessary preparatory documents for selection. Through the recruitment system, jobseekers apply for vacancies at the university and can, if they wish, make their CV available for other recruitment needs for a fixed period of time. Recruitments are managed by the parties participating in the university's recruitments, which may also include persons outside the organisation.
At the University of Turku, several people participate in the preparation of recruitment or a separate preparation group is selected for it. Academic recruitments may also use external academic evaluation as part of the process. Applications often also include several attachments, such as documentation describing scientific work.
In the open, public search, the university has about 400-500 positions annually, the number of job applications is more than 7000 per year. There are different user roles and a varying number of users in different roles (e.g. about 50 recruiters/HR specialists and more than 400 hiring managers). No other personnel information system is acquired with the recruitment system, but it is a separate system that must be integrated with other systems.

In addition, the procurement must meet the mandatory requirements set out in the invitation to tender and in the annexes, in particular the requirement specification appendix (Appendix 2).

The selection of the winning bidder is carried out on the basis of Annexes 4-5, Criteria for decision-making and Usability assessment.
A separate contract in accordance with Annex 6 will be awarded with the winner with the necessary notes, including data protection and service level agreement.
