The objective of this Request for Tender is to establish a framework of suitably qualified and experienced consultants to carry out the necessary analysis and prepare Energy Master Plans for Sustainable Energy Communities (SEC) located within the Dublin City Council area. This will be a regional framework agreement and will be available to be also used by Dun Laoghaire Rathdown County Council, Fingal County Council, South Dublin County Council, Meath County Council, Kildare County Council and Wicklow County Council as the need arises. It is estimated that there will be 2 contracts per Local Authority Area per year.

The Sustainable Energy Authority of Ireland (SEAI) has established a dedicated Sustainable Energy Communities (SEC) Network. The SEC Network is a support framework designed to enable a better understanding of how communities use energy and to save energy across all sectors. The Network’s core purpose
is to catalyse and support a national movement of SECs operating in every part of the country.
SECs are now being encouraged to enter into a three year Partnership Agreement with SEAI. Over this three year timeframe, SECs will have access to SEAI technical supports to help to establish a baseline Energy Master Plan (EMP), identify energy saving opportunities, implement a tailored program of activities for the community, monitor the program’s progress and review accordingly.
