Framework contract for the monitoring and control of administrative files Energy Saving Certificates (CEE) for EDF's Business Market Directorate.

The services are divided into two lots.

The EWC scheme is defined in the Energy Code legislative part (art. L.221-1 et seq.) and regulatory (art. R221-1 et seq.), as well as the associated decrees and other documents issued by the administration. Obligations related to energy savings certificates (EECs) have led EDF to implement EWC production schemes in the field of home renovation. This functional framework was implemented as soon as the first EWC period was applied, starting in 2006.

The fifth period of the EWC (2022-2025), ratifies an increase in the production constraint of CEE.EDF, as obligated, must produce a share of the EWC obligation, defined under the decree “Obligation”.

The service related to the “Social Donors” lot includes the following activities:

- Processing of CEE Social Donors (BS) files;

- Steering, management of deposits at the EWC National Centre and regulatory monitoring;

- Support for DCR and BS;

- Archiving data and files;

- Specific services.

The service related to the “B2B” package includes the following activities:

- Follow-up and control of dematerialized files in the EDF Internet Portal “Portail3E”;

- Follow-up of the automatic transfer of dematerialized files from the 3E Portal and into the internal SI CEE tool “ODICEE”;

- Constitution, monitoring and control of paper files in ODICEE;

- Monitoring and steering of the activity of these administrative treatments with reporting to EDF.
