The report to be prepared is intended to examine whether or to what extent existing legal conditions in Germany prevent the transport of goods in public transport vehicles or on public transport infrastructure and what regulatory requirements arise in order to ensure such transport without impairing public transport or other traffic to enable it legally.
Based on this, solutions and recommendations for possibly necessary adaptation of the existing legal framework or the creation of new legal regulations are to be developed. The proposed legal adjustments have to be assessed in terms of their impact on other regulatory areas, in particular on the unimpeded implementation of public transport. Recommendations for action are to be derived from this assessment. The report is intended to deal with this object of investigation in the following work packages:
WP 1: Status quo of the legal framework for the transport of goods in public transport vehicles or on public transport infrastructure in Germany
WP 2: Future regulatory requirements for the transport of goods in public transport vehicles or on public transport infrastructure
WP 3: Proposals for adapting or creating new legal regulations for the transport of goods in public transport vehicles or on public transport infrastructure in Germany
WP 4: Summary analysis and evaluation of the results of work packages 1 to 3 with recommendations for action for shaping the future legal framework
