The Board of Labor Market and Recruitment (STAR) offers a contract for the development, further development and maintenance of STAR's
business systems.
The Labour Market and Recruitment Board (STAR) shall promote an effective labour market policy and support the exchange of data in the field of social security with other EU/EEA countries. To support these tasks, STAR develops, further develops, maintains, and operations devolves a complex of subsystems referred to as STAR's Interdirection Systems. The subsystems are primarily based on the technology stack from Microsoft Corporation (Microsoft Web platform). The subsystems use web services for integration both interchangeably and in relation to external systems. Certificate-based, encrypted communications are used over SOAP or REST-based web service interfaces. Open Source software and to a lesser extent other technologies are used, such as from the SAS Institute. The subsystems are based primarily on latest versions of .NET Framework, .NET Core or Java and developed in C# with the use of WCF SOAP web services, REST web services, Message Queueing, EntityFramework and SQL Stored Procedures MVC, HTML5, AngularJS, Angular and LESS, where the focus is to offer responsive web applications for all user groups. The Common Data Round (DFDG) forms a key element and contains data on citizens and job advertisements used by other systems in the field of employment, such as municipal jobcentres and a-boxes. The DFDG subsystem holds data on approximately 7.5 million citizens and receives one million service calls daily. Other significant Subsystems are the Jobnet, Jobkon, Jobag and Country Support System (LSS) and EESSI self-service portals. Jobnet is the citizens' self-service portal for unemployment and job search. All citizens have access to www.jobnet.dk. Vacant citizens are required to use Jobnet, for example, in the case of job search. Jobkon (Jobnet for job consultants) allows caseworkers in municipal jobcentres and in the a-boxes to see data on citizens and used both in dialogue with citizens and in dialogue with companies. JoBag (JobNet for Employers) is used by companies to recruit available citizens, for example when advertising vacancies and for the preparation of CVs. The LSS is used by STAR's Country Support in relation to citizen inquiries. ESSI (Electronic Exchange of Social Security Information) an autonomous system complex responsible for the exchange of information on social security between European countries.
STAR has chosen a vendor model with one central system manager and a number of side-ordered development, further development and maintenance providers (development vendors). The model was implemented after tender in 2016 and has operated unchanged since. For this purpose, reference shall be made to paragraphs 2 and 3 of the tendering conditions.
The system manager and development providers shall engage in a committed cooperation that involves, inter alia, a duty to be part of teams staffed across suppliers and joint forums to continuously optimise cooperation.
Essential tasks related to development, for example, will be

Essential tasks related to further development, for example, will be:
• Business analysis and specification related to changes, adaptations and improvements.
• Modifications and adaptations of subsystems.
Significant tasks related to maintenance, for example, will be:
• Diagnosis, Bug Fix and Preventive Maintenance.
• Ensuring consistency ift. architecture, information, data, user interface, etc.
• Maintaining compatibility for new technology, ongoing improvements and settlement of technical debt.
• Adaptation in conjunction with changes in law and changes in external interfaces. In addition, development providers must provide resources and competencies for advice for example on architecture and technology, as well as for solving STAR's tasks, such as in program and project management, business analysis, process improvements, etc.
