AWA Entsorgung GmbH intends to award planning services for the expansion of the Würselen composting and fermentation plant.
In order to provide interested parties with uniform information on the project, brief information on the project, the key performance points of the advertised service and the processing of the project is available on the "Deutsche eVergabe" award platform under the project access of this award procedure (see Section I.3) Award procedure according to VgV available for download. The brief information is also accompanied by forms for the application to participate, which must be used by applicants in the context of the participation competition. After the completion of the participation competition, the applicants selected in the participation competition will be provided with a detailed job description.
AWA Entsorgung GmbH intends to award general planning services (engineering structure, building services and structural engineering) for the expansion of the Würselen composting and fermentation plant.
In order to coordinate further planning from a single source and to ensure the coordination of the necessary construction measures, the necessary planning services are to be awarded to a suitable bidder (or consortium).
The planning services to be provided are based on the service profile of the HOAI. In particular, the planner must provide work phases 1 to 8 and, if necessary, 9 in accordance with § 43 HOAI (engineering structures). In addition, the following specialist planning services must be provided:
• Tragwerksplanung gem. § 51 HOAI (LPH 1 – 6)
• Technical equipment according to § 55 HOAI (LPH 1 – 9)
The services to be provided are to be awarded in stages (stage 1 to performance phase 2).
Construction costs of approx. EUR 30 million net are currently assumed for the services to be awarded.
In addition, the following special services (optional) are expected to be co-commissioned as part of the planning:
• Continuation of the profitability studies of the feasibility study in stage I (including determination of the expected operating/process costs, conception of the use of biogas, cost analysis of the overall process, investment calculation, amortization calculation, determination of the specific costs per tonne), including corresponding textual preparation as a decision template for the responsible supervisory bodies (with representations of the preliminary planning).
• Preparation of the specifications for required expert opinions (e.g. emission and immission forecasts, sound insulation, fire protection) as well as support of the awarding of contracts.
• Services of local construction supervision/supervision of trial operation.
