Short description
Project steering services for the construction of modular primary schools with modular sports halls via the Berlin School Building Initiative II / IV (BSO) program to the following extent:
Subproject 1: Construction of at least 5 modular primary schools (3-speed) with modular sports halls and optionally up to 5 further modular elementary schools (3-speed) with modular sports halls
Subproject 2: New construction of min. 6 modular primary schools (4-speed) with modular sports halls and optionally up to 6 further modular elementary schools (4-speed) with modular sports halls
The modular school buildings and sports halls should be able to react flexibly to the various property layouts and be realized in different urban planning contexts. The concepts for this are currently being determined through 2 realization competitions. Two general planners will be bound by the realization competitions until January 2019 (1 GP per tack).
1) The "delegated client services" named in the tender document V 1-2 should be awarded (see Annex 2 to the contract for project management services). They belong to the following fields of action:
a) Organizational work;
b) quantities and qualities;
c) costs and financing;
d) Dates / capacities.
2) Level A1 / power levels 1 and 2 (options: level A2 / power levels 3-5 and level B / power levels 6-9, see II.2.11).
Level A1 is subdivided into performance levels 1 and 2. Performance level 1 (project preparation) corresponds to project level 1 of the AHO. Service section 2 (pre-planning) belongs to project level 2 of the AHO.
3) The Supplementary Agreements pursuant to Specification Document V 1-0 "Contract for Project Control Services" apply (Item 9 on page 10). The services listed there No. 1 to 7 are included in the basic fee.
4) The commission is based on the attached draft contract (award document V 0) of the Senate Department for Urban Development and Housing for project management services including the General Contract Terms AVB-PS (according to the Circular SenStadt VI A No. 7.2005 of 21.9.2005, AVB-PS of 29.8 .2006, available at www.stadtentwicklung.berlin.de/service/rundschreiben/).
5) The procedures according to. ABau and Project Manual of SenStadtWohn Division V are to be observed.
6) It is expected that the AN will attend meetings in Berlin on average once a week. Travel expenses will not be refunded.
7) In addition to two general planners for the subprojects 1 and 2 (buildings, technical equipment, supporting structure, outdoor installations), the planning participants will also include specialist engineers (for fire protection, building physics) and special experts (such as safety coordinator, fire protection expert, ventilation expert) as well as design-related plan participants and experts.
In the execution of one to three general contractors per sub-project (speed) is assumed.
8) The framework schedule for the establishment of primary schools is available.
The client strives to speed up the planning and construction process by (among other things) awarding the planning services to the general planner, reducing it to just one budget document and checking the building application in the approval procedure.
The development of a modular structure for the vg schools should also contribute to an accelerated construction phase.
9) Duration in months: 60 (see scheduling). In addition, the duration of the warranty period / service section 9 (48 months)
