Skills Norway wants to enter into a contract for the development and operation of a mapping test in mathematics skills and numerical understanding which shall be used for placing modules in FVO (preparatory adult education).

Skills Norway is in the process of testing module structured education for adults in the level below 6th form college education. Modules on the level up until 6th form college is referred to as preparatory adult education (FVO). New module structured curricula have been prepared and these are being tested in an experiment with a duration from 1 August 2017 until and including 31 July 2023.

The target group for FVO is adults who are entitled to basic education under the Education Act and/or the Introduction Act. They have been living in Norway for various period, with little school background and varying Norwegian language and digital skills and are receiving education organised by the Adult Education scheme.

Skills Norway wants to enter into a contract for the development and operation of a mapping test in mathematics skills and numerical understanding which shall be used for placing modules in FVO. The provider shall develop a new or adapt an existing tool.

The mapping tool must be adapted to target groups with inadequate or lacking Norwegian language skills. We therefore want the tasks to be carried out as language independent as possible, e.g. by explaining the tasks with drawings, animations, or the like.

The extent to which the offered mapping tools are language independent will be a key point in the evaluation of the proposed solution.

Skills Norway has conducted a needs assessment. See Annex 1 to Appendix 1. The mapping tool shall as far as possible meet the requirements stated in this analysis.
