the SOFIA market (Joint Fire Observation Simulator) is aimed at the development, production, installation, support and technical mastery of simulators for training and training artillery observation teams and section chiefs of sub-battle groups in artillery schools and regiments. Replacing the SOTA 2g staffing system, the SOFIA system will have to have interoperability capabilities with other simulators in service or under development within the Army, in order to ensure consistency within the Army's readiness for engagement system. Work on the integration of the operational information and communication system ATLAS and its successor will have to be carried out. The SOFIA market will also allow the acquisition of system documentation, user training, exercises and simulation data (3d models, virtual terrains). This draft contract is subject to the procedure with negotiation in accordance with the provisions of Articles L 2324-1, L 2324-3, R 2324-1, R 2324-3, R 2361-1, R 2361-8 to R 2361-12 of the Public Procurement Code. This draft contract includes both flat-rate services and other services that may be ordered by purchase orders pursuant to Article R 2362-8 of the Public Order Code. Services on provisions: pursuant to Articles R 2372-19 to R 2372-21 of the Public Procurement Code, since the contract may present significant technical hazards, it will include a share of supplies and services which could not be precisely defined in the initial public contract.
