General description:
The Luisenblock Ost I (LBO I) project serves to cover the space requirements of the German Bundestag and forms the eastern end of the "Band des Bundes". The project consists of the new building components A1, B, C and the existing buildings Kesselhaus K and Werkstattgebäude W (used as office and administration buildings, partly with special uses of the German Bundestag) as well as the tunnels T2, T3 and T5, which serve the development. An architectural competition is currently being held for the project, and an architectural firm is scheduled to be commissioned in April 2024.
Boundary conditions to consider:
The existing buildings at Luisenstraße 31b, 32-34 and 35 are not part of the Luisenblock Ost project. However, in order to ensure flexible usability, connections are to be established between the existing and new buildings.
For the implementation of the energy efficiency and climate neutrality goals, a low-tech concept was developed, which serves as the basis for the architectural competition.
Due to the high level of complexity, the project is to be implemented with the help of a partnership-based project management on the basis of a multi-party or alliance contract with several contractual partners (client, planning, execution). A central component of this model is the early integration of execution expertise into the planning process. The aim of this approach is to use lean management methods and integrated project management as an innovative approach to value-adding organization, planning and production control to optimally handle the project as a whole in terms of deadlines, costs and quality.

Gradual assignment:
The assignment takes place in service levels. First of all, the service level 1a, corresponding to phase 2, is commissioned. The client reserves the right to limit the commissioning to partial services of individual service levels or to individual sections of the construction project. However, there is no legal entitlement to the transfer of all benefits.
