This framework for Fixed Telephony Services forms part of the Scottish Wide Area Network (SWAN) programme as part of our convergence services commodity strategy.

The Scottish Wide Area Network (SWAN) Programme is designed to deliver a single public services network available for the use of any, and potentially all, public service organisations within Scotland; with aggregated demand delivering both cost and performance advantages. The SWAN initiative aims to enable infrastructure and service sharing that will produce cost efficiencies and facilitate the creation of public services that are high quality, continually improving, efficient and responsive to local needs.

This framework for Fixed Telephony Services is the first of a number of complementary network and infrastructure services to be collaboratively procured. It focuses only on Fixed Telephony Services and is in line with Scotland's Digital Future - Delivery of Public Services and the Public Procurement Reform Programme.

The scope of this framework is for the provision of traditional telephony services. Core requirements include (but are not necessarily limited to):

— Provision of voice Services and infrastructure;

— Line rentals (including PSTN & ISDN);

— Voice calls;

— Electronic Billing Services;

— Direct Dial-In (DDI) provision;

— Migration management support.

Optional requirements include (but not necessarily limited to):

— Integrated fixed-mobile telephony Services;

— Premium rate numbers;

— Non-geographic numbers;

— Directory Enquiries Services;

— Cost management facilities;

— Bundled packages;

— Broadband (delivered through a traditional telephony service i.e. ADSL);

— Point to point circuits (e.g. dedicated/private/leased lines, SIP trunks etc) where the main purpose is reducing the cost of traditional telephony services;

— Provision of the Core and/or Optional requirements above through a hosted or cloud based solution.

Where applicable the framework will include new and emerging technologies, that meet the same specific need throughout the lifetime of the framework (or any extension).
