The framework agreement with maximum is passed in application of articles L. 2125-1 1º, R. 2162-1 to R. 2162-6, R. 2162-13 and R. 2162-14 of the code of the public order. It will give rise to the issue of purchase orders. It is a question of replacing a tool whose stakes are as follows:

- better manage the work by having a global and detailed vision to; improve the control of the works and enhance SIEA know-how with customers,

- make information more reliable by having reliable and centralized data on all the work at administrative, operational and budgetary level,

- improve internal productivity by eliminating the loss of time associated with multiple information retrievals and strengthen operational activities,

- facilitate collaboration by better integrating the software works into the IS.
