NEW AG is a municipal utility company with strong roots in the Lower Rhine region. NEW AG stands for partnership-based, regional and innovative energy and water supply and related services. In addition, the company is responsible for traffic and swimming pool operations in the city of Mönchengladbach.

The group of companies includes several subsidiaries in Mönchengladbach, Erkelenz,

Geilenkirchen, Viersen, Schwalmtal and Tönisvorst.

NEW AG is a subsidiary of Westenergie AG and NEW Kommunalholding GmbH, whose

Shareholders in turn the cities of Mönchengladbach and Viersen, the development company of the city

Mönchengladbach GmbH and Kreiswerke Heinsberg GmbH.

NEW AG is now planning the conversion of Building 10 on its property "Voltastraße" in

Mönchengladbach for the accommodation of parts of Faculty 32 of the City of Mönchengladbach.

NEW AG is planning to convert Building 10 to its property "Voltastraße" in Mönchengladbach to accommodate parts of Department 32 of the City of Mönchengladbach.

The 5-storey administration building with storage rooms, workshop and underground car park was built in 1996. On the ground floor there is a large social area with changing rooms and showers for ladies and gentlemen. On the eastern flat roof there is a ventilation system that supplies the core area of the eastern wing of the building (combined office structure) with fresh air. There is a PV system on the hipped roof facing Alsstraße. The building is connected to the district heating network of the property at Voltastraße 2.

The main access road is via the Alsstraße.

Externally, the building has remained unchanged since its construction. Inside, renovation measures have taken place without changing the building fabric.

The building is currently still in use, but will be emptied before construction begins.

For the new tenant, the city of Mönchengladbach, various adjustments are required. In addition to the Road Traffic Affairs Department, the Municipal Order and Service Service (KOS) division will also move into the converted areas.

The Department of Road Traffic Affairs is subdivided into vehicle registration and driving licence office and traffic offences (fine office).

For the vehicle registration and driving licence office, the main development concept provides for a central barrier-free entrance with waiting areas and reception desk. The vehicle registration and driving license office should be mathematically designed for up to 163 users. A distinction is made between a service area (customer service) and a back-office area (classic offices, customer contact only in exceptional cases). Basically, the concept is pursued that externals/citizens are intercepted in the service area and have no access to the back office area.

Additional offices are needed for the fines office and managers of the individual teams.

An open office space with an interior zone area is to be planned for the KOS.

In addition to the office use, a social area will be created for traffic politicians and traffic controllers. This should include a wide variety of functions, such as reworking, pause or exchange. Employees also have the opportunity to shower and change their clothes.

This tender contains the engineering services (specialist planning) according to §55 HOAI plant groups 1 to 8, work phases 1 to 9. Essentially, the planning includes the following services:

- Planning of two new toilet facilities in the service area, one of which is to be equipped barrier-free and handicapped accessible. No hot water supply is provided for the supply of all toilet facilities in the building. In the future, drinking water hygiene is to be ensured by fittings with an automatic flushing function.

- The existing connection to the property's district heating network will remain in place. Only a renewal of the heat distribution network and, if necessary, the heat transfer surfaces is considered.

- Inspection and adaptation of the HVAC system to the new use in accordance with the requirements of the Workplace Directive (ASR)

- Renewal of the low-voltage main distributor, including the sub-distributors including lighting. The office workstations and MDF devices will be equipped with three 230 V and two RJ45 connections. In addition, WLAN access points are provided nationwide.

- The existing network infrastructure should be adapted to the needs of future users.

- Planning of an emergency lighting system according to the ASR

- Planning of the fire alarm system

- Planning of a burglar alarm system for the vehicle registration and driving license office

- Testing and adjustment of the external sun protection

- Planning of I&C technology with Honeywell

- Planning of a barrier-free elevator with restricted access
