As part of this consultation, Grand Dole Habitat wishes to rehabilitate the Descartes sector, as well as the Grands Champs sector of this neighborhood. The Descartes sector consists of eleven buildings representing a total of 214 dwellings and the Grands Champs sector consists of fifteen buildings representing a total of 150 dwellings.
Thus, the target project must meet the target of energy performance but also of measurable reduction of rental costs, improvement of comfort, living environment and security of tenants and enhancement of this heritage.
The maximum budget allocated to the operation, which is the subject of this contract, shall be:
— 12 500 000 EUR excluding fees included for the firm tranche;
— 3 000 000 EUR excl. VAT fees included for the optional tranche, in basic version (restructuring of three levels on tower n° 103 rue Blaise Pascal).
The functional and performance-based program is focused on six main areas of progress:
— energy performance targets,
— environmental quality objectives,
— objectives of compliance and heritage enhancement,
— objectives to improve the comfort of users,
— objectives of security and social performance,
— objectives for thorough and continuous monitoring of work and performance.
The grouping will be joint whose agent will be joint among the other members of the grouping. The representative of the grouping shall be the contractor builder. The group will consist of company (s), architect (s) and design office (s). The grouping will at least include:
— a contractor builder or several contractor builders;
— an architect-contractor registered with the order of architects or European equivalent;
- an office or several design offices specializing in the following fields:
—— thermal and energy;
—— fluidic (heating — domestic hot water — VMC — strong and low currents);
—— environment and environmental quality of buildings;
—— operation and monitoring of energy systems (boiler rooms, heat networks, etc.)
— demolition — asbestos removal and removal;
- a structure competent in support, social monitoring, and management of the user / works interface (awareness, support, monitoring, etc.). This structure may or may not be independent of the other members of the group. However, it must be clearly identified, in particular by its own (human) resources. These skills must be attested by qualifications (OPQIBI…) or any other equivalent means of proof.
