The contract concerns a public-private partnership relating to the “student housing” operation:
— design (in particular the submission of applications for administrative authorisations during the preliminary phase);
— heavy renovation of buildings D, H and I;
— the (demolition/) reconstruction of Building E;
— the provision of the buildings to universities for a period of 30 years from the date of the provision of the last delivered building;
— maintenance of buildings for the duration of their availability (regular maintenance, major maintenance and repairs); and
— financing necessary for the realization of the market, in particular long-term financing.
The student housing operation (also incorporating equipment and commercial areas) is distributed between buildings D, E, H and I, on an estimated gross area of approximately 20,000
The operation includes student accommodation and associated ancillary functions: multipurpose common areas, technical rooms, bicycle parking, laundry, concierge accommodation, etc.
The market is part of a circular economy approach based, inter alia, on an inventory of elements with potential for re-employment or retention.
The market consists of a mixed market because a flat-rate price covers all market services, excluding repairs and modifications which are included in the price list taking up unit prices and the presumed quantities of those services.
With a view to the project of guaranteeing socially affordable rents for students, the contracting authority is already drawing the attention of bidders to its willingness to carry out a project characterized by a fair balance between a creative, efficient, sustainable architecture and a cost saving at which bidders must be vigilant, both from the point of view of renovation and the subsequent management of buildings.
Without prejudice to the provisions of the tender guide — which is attached to the selection guide for purely informational purposes — and will be officially communicated to the successful candidates in the second phase, it is already indicated that the contractor will bear, the risk of design, construction, maintenance and financing and will bear more particularly the obligations relating to:
— maintenance and maintenance of works in accordance with the provisions of an ALS, provided that such maintenance will include both major repairs and small rental maintenance;
— financing the development of the project and all the works, as well as the period of availability of the works during the term of the lease contract; and
— the return of works in a state conforming to pre-agreed conditions for resumption.
