The Danish National Board is responsible for issuing tacograph cards in Denmark and shall carry out a tender for the production, personalisation and distribution of tachograph cards, generation 2, version 2.

The contract includes the four types of tacograph cards: driver's license, control card, and business card. The supplier must also be able to produce specimen cards and test cards.

The contract includes an establishment phase in which the design of the tachograph cards is determined, type approvals are obtained, the required documents are prepared, etc., as specified in the tender material.

The traffic board expects, after the establishment deadline, to purchase the following number of tachograph cards per year, based on an average of consumption for 2019-2021:

- Driver's license: 18,850 cards

- Control card: 100 cards

- Workshop card: 785 cards

- Company cards: 3,285 cards

The supplier shall provide all tachograph cards which are ordered for the duration of the contract after the establishment phase.

Contracting entities expect the annual average to fluctuate by +/- 15 percent.

The tender is being conducted as a negotiated tender, with contracting entities expecting to pre-qualify 3 applicants to make initial offers.

Upon receipt of the initial offers, the contracting entity shall hold individual negotiating meetings with all bidders who have submitted an initial offer in a timely manner. A negotiating meeting of 2 hours is expected to be held with each bidder. The negotiations are conducted in accordance with the principle of equal treatment and all bidders will be allocated the same time for negotiations with contracting entities.

The negotiations are held virtual via Teams and conducted in Danish or English.
