New construction of office building and test facility DI+EL – German Aerospace Center, Cottbus – General planning services, phases 2–9

At the Cottbus site, the German Aerospace Center (Deutsches Zentrum für Luft- und Raumfahrt; DLR) is planning to construct a new building complex for the DLR Institutes DI and EL, consisting of office buildings, a test hall and a joint conference area.

The total cost of the project (KG 300-600) is estimated at € 28 million net.

General planning services must be commissioned in stages, all of which relate to work phases 2–9

Purchase and include the following service profiles:

— Building and interior planning services in accordance with §§ 33 ff. HOAI

— Object planning services for outdoor facilities in accordance with §§ 38 et seq. HOAI + traffic facilities in accordance with §§ 45 et seq.

— Services of technical equipment, plant groups 1-8 according to §§ 53 ff. HOAI

— Structural design services according to §§ 49 ff. HOAI

— Fire protection services in accordance with chapter 1.4 of issue 17 of the AHO series

— Services of thermal building physics incl. building and room acoustics according to Annex 1.2 HOAI

— Services for geotechnics in accordance with Annex 1.3 HOAI

At the Cottbus site, the German Aerospace Center (Deutsches Zentrum für Luft- und Raumfahrt; DLR) is planning to construct a new joint building complex for the DLR institutes DI (Institute for Low-C02 Industrial Processes) and EL (Institute for Low-Emission Aircraft Propulsion) consisting of office buildings, a test hall, a joint conference area and ancillary facilities. Funding is provided by the state of Brandenburg. The DI and EL institutes each submit separate funding applications.

The site is located in the immediate vicinity of the central campus of the BTU Cottbus-Senftenberg, where other non-university research institutions will settle (Frauenhofer, Leibniz). The proportion of the construction site for the DLR institutes is approx. 11,000m². The total planning area of the master planning / B-plan BTU Cottbus-Senftenberg is approx. 53,000m². As a basis for formulating the planning and construction task, a feasibility study including a requirements plan was prepared.

The test hall and outbuilding for the DI Institute comprises approx. 3,100m² GFA with COBRA test area, control rooms, process technology, writing rooms, workshops and storage areas.

The office building for the DI Institute, with approx. 1,800m² GFA, is to be designed for approx. 50 workstations, in single and double offices including the offices for visiting scientists.

The office building for the EL Institute, with approx. 3,000m² GFA, is to be designed for approx. 100 workstations, in single and double offices including the offices for visiting scientists as well as for 4 laboratories.

Furthermore, a common conference area / connecting building with approx. 1,100 m² GFA with conference area for 120 seats, preparation kitchen for the conference area, meeting rooms, gatekeeper area, post office, offices for FM and storage areas is planned.

For the outdoor facilities, the construction of green areas, paths and the access areas for the delivery of the test hall with heavy-duty transports is planned. The necessary car parking spaces will be realized in a separate INFRA project.

The media access (electricity, heat, water, etc.) is carried out via a central technical building, also as part of the separate INFRA project.

Space requirement DI: NUF of 2,832 m² (NRF approx. 4,400 m².)

Space requirement EL: NUF of 1,816 m² (NRF approx. 2,370 m².)

Space requirement of the common conference area: NUF approx. 658 m² (NRF approx. 970 m²).

Entire building complex: GFA of approx. 9,000 m², NUF of 5,300m².

The milestones for the implementation of the project provide:

- Leistungsbeginn: Nov 2023

- Start of construction: Mar 2026

- Completion: Mar 2028

- Bauübergabe: Jun 2028

The total cost of the project (KG 300-600) is estimated at € 28 million net, and is divided into the following breakdown of the KG:

- KG 300 € 16.2 million

- KG 400 € 9.0 million

- KG 500 € 1.8 million

- KG 600 € 1.0 million

General planning services are to be commissioned in stages, LPH 2–9

Services provided by

— Object planning of buildings and interiors according to §§ 33 ff. HOAI

— Object planning of outdoor facilities in accordance with §§ 38 ff. HOAI + traffic facilities in accordance with §§ 45 ff.

— Technical equipment, plant groups 1-8 according to §§ 53 ff. HOAI

— Structural design according to §§ 49 ff. HOAI

— Fire protection according to chapter 1.4 of issue 17 of the AHO series

— Thermal building physics incl. building and room acoustics according to Annex 1.2 HOAI

— Geotechnics according to Annex 1.3 HOAI

It is intended to commission the aforementioned services in stages with this invitation to tender.

Initially, in commissioning level 1a, the work phases 2 and 3 (preliminary planning and design planning) are commissioned in accordance with HOAI. The work phases 4 to 9 will be carried out in the further commissioning stages

retrieved. There is no legal entitlement to an overall order. Further information on the planned measure can be found in the feasibility study and the other information documents attached to the tender documents as "Procurement document G - Plan and information documents".
