support for a rational use of natural resources and waste of the renovation operation of the Garden City

The renovation project of the Cité Jardin aims to improve the living conditions of tenants by offering a better level of comfort and modernity, make the living environment more pleasant and recreate diversity as originally. Considered as the first historic eco-district, the Cité Jardin (3700 dwellings) must find this innovative spirit in its design and operation for the well-being of the inhabitants. The first constructions should be spread over fifteen years. This operation is part of the "new national urban renewal programme". The city's objective is to promote the transition to a circular economy in the Cité Jardin project. It has the will to be a driving force through the prescriptions to prevent and manage the waste generated by the design of this project and to use alternative materials to replace non-renewable resources. It is also a question of creating a circular economy loop by integrating the development of activities carried out by social and solidarity economy structures. The proposed approach should allow an innovative intervention methodology, whether in rehabilitation, heavy renovation or reconstruction, by putting into practice the precepts of the circular economy:- mobilize and create partnerships with existing sectors and study the possibility of setting up new sectors allowing the reuse and recycling of components and materials of buildings to be deconstructed;- study applied research and development experimental formulation of new eco-products from deconstructed materials that can be used for the reconstruction of new buildings;- validate the territorial technical feasibility of new eco-products;- validate environmental safety;- establish a methodology for selective deconstruction of the building;- define operational recommendations for reconstruction by making the link between the needs and the offer of recycling and reuse operators;- involve local actors of social and solidarity enterprises in order to maximize the socio-economic impact of the project
