Vantaa Vocational University of Varian Vehkala's acquisition of LVIA design

VTK Properties Oy will build a new educational institution building for Vantaa Vocational University Varia in Vantaa, Vehkala district.

The project plan for the new educational institution building in Varian Vehkala was approved by the city government of Vantaa on 6 September 2021 and the proposal planning phase of the project is scheduled to begin in December 2021.

The total scope specified in the project design of the target is 23,830 brm2. Varian Vehkala Vocational University Building will be located for a total of 2130 students in the following fields: Social and Health, Electrical and Automation, Information and Telecommunications Technology, Automotive, Aircraft and Logistics.

The cost estimate for the project calculated on the basis of the project plan is €78,200 000 (0% VAT).

The destination will be located in Vehkala, West Vantaa, in the immediate vicinity of the junction area between Kehä III and Kehhärada to the west of Vehkala Station. The station formula for the site of construction has been approved, and pre-construction of the site has been carried out during 2019. Construction of the street network in the area is ongoing. Operations to the destination will take place through the new Vehkalantien, which is being built from the direction of Härkähaantien and Sanomatie. Outside the plot, areas to the south-west of Vehkalantie are reserved for professional college car parks.

Specific features of the design of the subject are the diverse spatial needs of the educational fields of engineering, which create widely varying requirements, especially for the design of house engineering systems, fire engineering, and target conversion and operational flexibility objectives. In addition to large board rooms in engineering disciplines, the entry or throughput requirements for several halls significantly define the massing of the building. The yard area is used as a driving training and car park for heavy equipment, due to which specific requirements for yard load-capacity, stormwater removal systems and area fencing and ramping should be taken into account in the design. The site is also located in the Helsinki — Vantaa airplane noise area and immediately in the vicinity of Kehä III, which should be noted in the design of sound insulation and noise control. In addition, fine particulate matter and other emissions from Perimeter III should be taken into account. In accordance with the requirement set out in the station formula, at least 50% of the energy used by the object must be generated on the plot using renewable energy forms. For this reason, part of the heating energy will be carried out by the geothermal system, as well as part of the electricity and/or heat generation by the solar collector.

The acquisition includes the tasks of plumbing planning in accordance with Section 120c of the Land Use and Construction Act and the tasks set out in this request for tenders with the Annexes.

Planning tasks include the factorylist of tasks of TATE18 (Appendix 6) design preparation — K warranty period, with supplements and delineations set out in the assignment lists and in this call for tenders and annexes.

According to the subscriber's view, the project's LVIA design function is demanding, in accordance with the guidelines of the Metropolitan Building Control (https://www.toptenrava.fi/doc/tulkintakortit/MRL-120f04A.pdf). The final class of requirements for a design task is defined at the start of planning, together with building control. The bidder is responsible for ensuring that the key persons designated by them are qualified to perform the planning tasks under the call for tender in this project.

The working language of the project is Finnish.
