The contracting authority wishes to conclude a framework agreement with two contractors (brokers) for sourcing and delivery of hiring professionals, contractors must, during the term of the framework agreement, fill in the described hiring need as much as possible via the network of third parties and contract hiring professionals after an awarded further request. Hiring professionals are deployed or made available at Rijkswaterstaat, without an employment contract being created between the client and the hiring professional.

The contractor is required to perform all necessary broker activities as further described, including opening up the relevant hiring market, proactively searching for potential suppliers, sourcing suitable hiring professionals, screening and contracting suppliers including payment and complying with regulations.
