Accelerating the deployment of MaaS: supporting and raising awareness among users

This framework agreement is a service contract that focuses on the support and awareness of users within the framework of the project “Accelerating the deployment of MaaS”: the development of specific communication campaigns, the dissemination of tools and information in order to encourage Mobility as a Service and the development and organisation of events around the project.

The project “Accelerating MaaS Deployment” was selected by the Recovery and Resilience Facility-programma (RRF) program to benefit from significant financial support. RRF's objective is to mitigate the economic and social impact of the coronavirus pandemic and make European economies and societies more sustainable, more resilient and better prepared for the challenges and opportunities of green and digital transitions.

The project aims to improve the adoption of Maas and is based on 4 pillars:

• the creation of technological and digital tools for data management and integration;

• institutional integration of mobility services;

• the creation of equipment that promotes intermodality (mobility hubs);

• support and sensitization of users.

The objective of this market is to support Brussels Mobility in communicating the project and to communicate in a concrete, general, targeted or local way with citizens and professionals in order to promote Mobility as a Service.

The service provider will accompany Brussels Mobility in order to develop ambitious communication and awareness of intermodality, focused on concrete achievements, experiments, towards the general public and specific target audiences and available in specific tools and events.

The project “Accelerating the deployment of MaaS” aims to change the behavior of Brussels residents and to stimulate a modal shift.

It is therefore asked, among other things, to translate what Mobility as a Service means for ordinary citizens, to illustrate for the basic user how the flexible combination of different modes of transport makes it possible to improve the speed and quality of his journey. It is also asked, for example, to provide tips and tricks to make good use of the various applications and operators, in particular all the new mobile operators active in Brussels.

In addition to communicational aspects, the activations accompanying campaigns and actions will have to favor experimentation, exchange of experiences, peer-sharing.

This framework agreement concerns the realization of awareness-raising and communication campaigns (global, targeted, local and/or 360°) and the implementation of awareness-raising and/or experimentation actions on intermodality and MaaS (Mobility as a Service), in order to promote it as a facilitator for intermodality by highlighting its effectiveness and its ease.

Intermodality and MaaS

“Mobility as a Service” or MaaS is defined as the integration and combination of different modes of travel, public and private, within a technological platform through which the user can access the entire integrated mobility offer, calculate and manage the most efficient routes for his trips on the basis of predetermined criteria, as well as booking and paying for the different modes of travel.

MaaS aims to offer the ideal combination of modes of transport for each trip by knowing real-time network conditions (supply) and user preferences (demand). MaaS involves the integration of all mobility services available in the territory: both public transport (e.g. bus, tram, metro, train) and shared modes of private operators (e.g. car sharing, carpooling, bicycles, scooters).

The concept of Mobility as a Service (MaaS) is part of the new trend in the field of mobility and aims to change the way in which people move through a transport offer that integrates all modes of travel and all stages of travel for “door to door” mobility: from route calculation to booking and payment. MaaS represents in a way the promise of being able to move freely from point A to point B by taking the mode (s) of transport best suited to its movement.

Specifically, MaaS must achieve the following objectives:

- improve the overall quality for the benefit of the user;

- ensure access to the maximum number of modes of travel and strengthen universal accessibility to mobility;

- integrate regional mobility objectives at the heart of the mobility system;

- improve the efficiency of the system by promoting synergies between mobility offers;

- expand on a metropolitan or even national scale, by integrating the offers of operators active outside the Region.

The general objectives:

1) Credify MaaS and demonstrate its benefits;

2) Develop a positive and dynamic image of the city in which we are moving without a personal car and create adhesion;

3) Encourage users to travel other than by car (in connection with City 30 where the S-T-O-P principle is respected);

4) Encourage non-possession of the car;

5) Make visible the range of travel modes and services available to Brussels residents.

Messages:

- There is an important offer of alternatives to owning a private car.

- A combination of different modes lead the people of Brussels to a good port;

- Choosing the right mode of travel according to the destination, that is multimodality;

- Sharing = caring;

- Giving up the car makes it possible to free up money in the family budget to do more fun activities;

- If people own fewer individual cars, people in Brussels will be able to take more advantage of the public space to develop and breathe;

- Not owning an individual car saves time since you do not have to look for a parking space;

- Alternatives to private cars make it possible to fight climate change;

- Multimodality = better air quality.

Changes in usage (s) developed by Good Move require awareness and communication campaigns for the general public or specific target audiences. Priority will be given to Brussels users of motor vehicles as well as those entering the Region, with multimodality as a common reference. These campaigns and actions come with specific tools and events.

Several other audiences (targets) have been identified (non-exhaustive list):

- Raise awareness and inform 'the general public'

- Raise awareness and inform workers (commuters and Brussels residents)

- Raise awareness and inform municipalities and regional institutions

- Raise awareness and inform non-profit organizations, mobility and economic partners

- Raise awareness and inform policy makers

The project “Accelerating the deployment of MaaS” provides for campaigns and actions of different scales/levels:

- one big campaign per year;

- several medium or small events/actions and campaigns per year.
