The City of London Police is looking to establish an agreement for Forensic Services over 4 Lots:
Lot 1 — PACE DNA profiling, DNA Examination, Recovery and Profiling, including DNA Match Confirmation and Comparison.
Lot 2 — Drug Identification and Analysis.
Lot 3 — Toxicology Casework.
Lot 4 — Toxicological Analysis of Biological samples for the purpose of Section 5 and Section 5A offences.
This lot will be used for the provision of profiling PACE DNA samples and submitting the resulting profile for search and potential inclusion on the National DNA Database (NDNAD). Bidders should anticipate receipt of approximately 1 100 such samples per annum.
Quantify or count submitted substances and identify any drugs and/or associated additives, in line with the City of London Police Forensic Strategy.
This lot will be utilised in cases where toxicology is the sole or key requirement of the investigation. This will include unexplained/suspicious deaths and sexual offences, both of which will require results to be provided in a timely fashion. To analyse biological or non-biological samples to identify the presence and use (short term and long term) of drugs, alcohol and other substances and interpret the significance of any findings and compare to any submitted or known reference samples. If required, to interpret the effects of identified substances on behaviour.
Provide an analytical service to analyse a blood or urine sample for the presence of common drugs of abuse or alcohol and quantify concentrations. If required, to interpret the effects of identified substances on behaviour.
