Veendam starts a European public SAS procedure for the general provision of outpatient youth aid. In doing so, the municipality of Veendam believes in a task-oriented approach, whereby a partner with complementary offer achieves new results for residents through intensive, substantive cooperation, based on their own responsibility, but with mutual dependencies. This is also known as the PACT approach. The municipality of Veendam strives for the effective date 1 April 2023 for this agreement.

The Groningen municipality have decided to make the transition to a procurement where the human dimension is leading and where the youth is central. It follows that the municipality of Veendam opts for a hybrid purchasing method. Highly specialist youth aid and a strongly modified Open House runs regionally through the RIGG. In doing so, the Open House acts as a backguard for a locally developed own form of cooperation of the municipality of Veendam.
