I.1.1. Preliminary observation
First of all, it is important to specify the specificity of the Municipality of AUBEL as to the existence of a slaughterhouse, owned by the Municipality and managed directly by it.
Indeed, the Municipality of AUBEL is one of the last municipalities in Belgium to operate a communal slaughterhouse. The Commune of AUBEL is also known – and widely recognized – for its agri-food activity.
Given the financial and strategic stakes related to the operation of this slaughterhouse, the Municipality of AUBEL must be able to benefit from a high-quality ICT infrastructure and a rapid maintenance service in order to guarantee at all times the continuity of the activity and a maximum level of performance, to avoid any risk of shutdown of its activities.
The cessation of slaughterhouse activities, even for a short period, is highly detrimental, bringing the whole chain to a halt and posing consequent difficulties at the level of the barn, accommodating the animals to be slaughtered.
It is essential that the slaughterhouse is never in a situation of shutdown or blockage, especially for administrative reasons or related to the operation of IT (infrastructure, software or other).
Therefore, one of the reasons why the Municipality of AUBEL wishes to award the present contract lies in the modernization and maintenance of the ICT equipment, in particular the communal slaughterhouse, in order to guarantee the sustainability of its activities, the continuity of activities and to guarantee its competitiveness in a very competitive market.
I.1.2. Purpose of the supplies: Upgrading of the ICT infrastructure, progressive renewal of the computer equipment, maintenance and installation of VOIP technology
This contract consists of three separate firm tranches, hereinafter referred to as missions 1, 2 and 3, and a required option, hereinafter referred to as mission 4.
The technical requirements will make it possible to describe exhaustively the expectations of the contracting authority and the obligations and tasks incumbent on the successful tenderer. However, in order to enable tenderers to fully understand the subject-matter of the contract and the extent of the tasks to be awarded, it is appropriate to describe them briefly at this stage, which will then be further detailed in the technical requirements of these special specifications (Part III).
1) Mission 1: Upgrade of the ICT infrastructure
Taking into account the obsolescence of the current IT infrastructure, both of the Municipality and the Aubel CPAS, an overhaul of the entire ICT infrastructure is necessary in order to rebuild new IT & digital foundations for the future of both the Municipality and the AUBEL CPAS.
This first mission therefore includes the supply, implementation and migration of all data, software, programs and solutions for administrations and services for the following elements: physical servers, backup systems, VLANS & interactions, security, network systems and Wi-Fi. The contracting authority chose to replace the current servers of the Commune, the CPAS and the slaughterhouse with a hyperconverged system.
This first mission will be concretized by a single order. Delivery will be made according to the deadlines defined in the tender's tender, from the date of notification of the contract (award criterion).
2) Mission 2: Gradual renewal of the computer park
The second task is the supply, for a period of four years, of laptop and desktop computers, peripherals and licences, subject to separate orders such as a framework agreement.
These materials will be provided to the Municipality and the CPAS of AUBEL according to the needs (arrival of new agents, replacement of obsolete or obsolete equipment). (see contract documents)
