The Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ) intends to provide scientific support for the Federal Programme for Counselling and Support funded by the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ) by means of a negotiated procedure with a competition pursuant to § 14 para. 3 no. 3 VgV.

Recipients of funding are the above-mentioned umbrella associations of independent welfare care as well as the Federal Association of Psychosocial Centres for Refugees and Victims of Torture e.V. (BAfF), the umbrella organisation of psychosocial centres, whose work is to be covered by scientific support.

Against this background, the programme is intended to secure and continue the scientifically sound, already established practical support. It is intended to ensure the transfer of experience and the flow of information between the BMFSFJ as funding provider and the grant recipients, as well as among the grant recipients. The task of the scientific monitoring is to support the work of the associations and individual institutions active in refugee aid and to provide assistance with regard to the objectives in the training and care work.

To this end, the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ), Department 313 - "Freie Wohlfahrtspflege und soziale Arbeit", intends to commission the scientific monitoring of the part of the federal programme it supports.

The duration of the scientific monitoring is expected to begin on 1 April 2023 and initially end on 31 December 2023. A further assignment beyond 2023 is planned - subject to the decision on the use of the budget funds and the actual availability of budget funds - at the latest until 31.03.2027.

The contract includes the scientific monitoring of the federal programme for counselling and support for foreign refugees carried out by the BMFSFJ. The following main tasks are planned:

- Building on the results of the Scientific Monitoring in 2019-2022 (will be made available when the order is placed),

- Analysis of the factual reports of the six associations funded in the federal programme and the Federal Association of Psychosocial Centres for Refugees and Victims of Torture (BAfF) from 2022,

- Support of the department in the BMFSFJ in the design of a funding guideline for the federal programme,

- Accompaniment of the implementation of the funding guideline in the practice of the association's work,

- Kick-off event for the process of further development of the programme as well as accompanying events (analogue / digital) with BMFSFJ and the associations throughout the year,

- preparation, implementation and follow-up of at least three cross-association networking meetings per year,

- Continuation of the monitoring and support of the funded associations and the BAfF in the optimisation of the instruments for transparency and impact measurement,

- Development of recommendations for action,

- Professional advice and quarterly information of the client,

- Support of the client in answering questions about the federal programme from the parliamentary sphere, the media and the public,

- Preparation of presentations and factsheets on the process of further development of the association's work in the subject area,

- Preparation of a final report for the client.
