The IT department of RettZV SWS consists of a few employees. The amount of IT engineering required to perform the high-level legal task must be supported by additional IT expertise. The RettZV SWS therefore intends to oblige an external consultant / external consulting company (hereafter referred to as "IT consultant") to be bound by instructions. The following IT consulting services have to be: process analysis; Process optimization; Creation of service descriptions and IT architecture services; Professionally accompany tenders and participate in the awarding of the services; Monitoring projects and instruction user; Application development; Finding solutions for crisis situations. The services of the IT consultant are to be provided to a large extent in the Plauen office of the RettZV SWS. The IT consultant must provide at least 400 working hours per year (possibly also project-related) for the AG.
The IT department of the rescue service association "Südwestsachsen" consists of a few employees who primarily administer the existing IT systems. The necessary amount of IT engineering required to perform the high-level legal task must be supported by additional IT expertise.
The RettZV SWS therefore intends to oblige an external consultant / external consulting company (hereafter referred to as "IT consultant") to be bound by instructions.
The following IT consulting services must be provided according to instructions or in agreement with the client:
1)
a) Comprehensive analysis of the main existing "analogue" administrative processes. Some of the administrative processes already start at the patient and end with the billing of the service to the payers.
b) Development of solution proposals on how to optimize these processes - with the emphasis on transferring the "analogue" processes into "digital" ones. The proposed solutions also include business comparison comparisons. In the proposed solutions all involved stakeholders have to be considered. Furthermore, all solutions must be compiled in compliance with the information security and in particular the requirements of the DS-GVO. These tasks are to be performed primarily by an IT consultant.

a) If the proposed solutions require investments in hardware and software, it is the task of the IT consultant to provide the necessary service descriptions and IT architecture services. The service specifications must be of the quality of a Europe-wide tender. The IT Distributor must create the evaluation matrix for the award of the most economic tender.
b) The IT consultant must provide technical support for the tenders and contribute significantly to the awarding of the services.
3) Monitoring and briefing:
The IT consultant oversees the implementation of projects and creates strategies for instructing users in the new system solutions.
4) Application development:
The IT consultant is in a position to independently develop software solutions that are not offered on the market in the way that RettZV SWS would like. He can use his own staff for this task.
5) Process verification:
The IT consultant analyzes processes in the cross-community alerting and messaging systems, in particular taking into account the bidirectional data exchange with the dispatch center of the integrated regional control center Zwickau.
6) Creation of service descriptions and IT architecture services for necessary replacement purchases:
The service specifications must be of the quality of a pan-European tender and the IT consultant must prepare the evaluation matrix for the award of the most economic tender.
7) Solution finding:
The IT consultant develops solutions for how the ground-based ambulance service and the IRLS Zwickau as part of the critical infrastructure in crisis situations, especially in a large-scale and long-lasting power outage, remain virtually unlimited performance.
The services of the IT consultant are to be provided to a large extent in the Plauen office of the RettZV SWS. There he will be provided with a suitable IT workplace.
The IT consultant must provide at least 400 working hours per year (possibly also project-related) for the client. It may be necessary for the IT consultant to be on business trip for up to 2 days / week (either individually or, if necessary, in one piece) at the office or on behalf of the RettZV SWS. Depending on the number and size of projects, the annual working hours can increase up to 800 hours.
